Svcs . Re: ietention Pond Improvement - Port of Anacortes Pier 2 Date: August 8 , 1991 Having reviewed the plans for the above referenced project I have only one comment. The modifications proposed appear to be designed for the purpose of controlling and removing sedimentation from the surface water runoff prior to discharge into Guemes Channel. It should be stressed that periodic maintenance of this facility will be required in order to assure proper functioning of the detention system. The Department of Ecology and the Puget Sound Water Quality Authority are currently working on draft regulations of storm water management that will in fact require written maintenance manuals for such installations. In the not too distant future, I believe the City will be ultimately responsible for inspection and enforcement of both the installation of surface water control devices as well as their maintenance and operation. ONE The following items are additional Information on utility locations and modifications necessary to allow construction of the detention pond. The attached drawings and Rld Schedule Sheet have been modified to reflect these revisions. 1. There is an existing turpentine pump pressure line approximately eight inches in diameter, which Is no longer in use. This may be encountered during excavation of the West portion of the proposed pond area, and through the log yard Improvement area. The exact horizontal and vertical location of this line Is unknown. The contractor shall provide a lump sum bid for draining the line and capping ends, plus removal of anyportion of fine required to complete p 9 e4 p construction. 2. There Is an existing sanitary sewer pressure line from the longshoremen's building to the existing wastewater treatment plant facility. This approximate location Is indicated on the Plans. This line is approximately two inches in diameter and is currently in use. This may be encountered during excavation and is to be relocated, as shown on the Plans, using materials consistent with the existing line. The contractor shall provide a bid for replacement of sanitary sewer line per lineal foot. This Includes all necessary removal of existing line and all labor and materials for replacement, which includes gravel backfill new sewer line trench_ a There Is an existing 24-inch concrete sanitary sewer line as indicated on the plans. The horizontal location is approximately as shown. The top elevation of this sanitary sewer pipe is approximately 2.0 et the South end of the proposed detention and with minimal slope to the North. The contractor !s responsible for any Po damages that may occur to this line resulting from this construction, and is not to have any equipment parked over this line while excavating. 4. There is an existing underground power line from the pump house to an electrical junction box, all shown on the plans, which continues North to dock buildings. THREE The following items are additional information on detention pond structures and existing underground utilities. 1. Any material/n the turpentine line, which was mentioned In Addendum No, One, will be evacuated from the pipeline by the Port of Anaoortes prior to the contractor Commencing work. Contractor will be responsible for removing any pipe that may be encountered and capping the ends of the pipe left in the ground, with concrete plugs. 2. Existing foundation material below the concrete wall footing may be unsuitable. The contractor must allow for excavation and placement of foundation material under the proposed footing, to stabilize the subgrade. The foundation material shall consist of shot rock and gravel base. The cost for excavation and backfill materials to stabilize the foundation for the wall, shall be paid for by the unit cost for Ordinary Excavation, Gravel Base and Quarry Spans. 3. Page 38 of the Specifications has been modified end a copy Is attached. 4. The aid Schedule has been modified to Include additional items and to change the quantity In Item No. 3. 5, The drawings have been modified to clarify construction of the control structures in the detention ponds.
