If you are not the owners of this property please contact this office immediately so that we may direct this letter accordingly. We have investigated a complaint and found that fill has been placed into the Tract B of Skyline Div. 4,which is the Clyde Creek Drainage Area. We have no records of a grade and fill permit that would cover set fill. Also noted it appears that the fill extends well beyond the property line of Lot 29. Please be advised that a grade and fill permit is required for any fill an excess of 50 yards and/or if any amount of fill could effect drainage. The two specific issues at this site are: (1) Fill has been placed on property other than your own, and does require permission from the abutting property owner. (2) Fill is in the immediate vicinity of a critical drainage area and as such does require a grade and fill permit. With the above information it is necessary that you provide the Building Department of the City of Anacortes evidence that(1) Permission has been received in writing to place fill outside your property lines within the Clyde Creek drainage, and (2) That you have evidence that would preclude meeting the requirements for a grade and fill permit. l If you have any questions concerning this document please contact our office,this matter is extremely important and requires your immediate attention. Sincerely, CITY OF ACORTES Ed Building Official EF:md 0 Anacortes Parks and Recreation Memorandum To: Ed Frank From: Jonn Lunsford Date: February 3, 2004 Re: River Clyde buffer I looked into the complaint regarding disturbances to the buffer at the River Clyde adjacent to 4411 Queen Anne Way. Picture #1 is taken from Queen Anne Way looking into the River Clyde drainage behind 4411 Queen Anne Way. You can see that paths have been installed. I could see that native plants had been removed. It is also evident that irrigation has been installed along Queen Anne Way and the area has been landscaped. Alder stumps are also evident. Picture#2 shows steps leading from 4411 Queen Anne Way down to the water. Picture #3 shows fill that has been added to create a parking pad for a camper. The fill spills out to the edge of the"river." Picture #4 is taken from the backyard of 4419 Bryce. It appeared to me that this residence had also entered the buffer. It also shows the top of the camper parking pad from Picture #3. I was unable to locate property at either address. Please contact me with any questions.
