HomeMy WebLinkAbout2021-07-26 City Council Minutes Approved Anacortes City Council Minutes - July 26, 2021 Call to Order Mayor Pro Tem Bruce McDougall called to order the Anacortes City Council meeting of July 26,2021 at 6:00 p.m. Councilmembers Anthony Young, Ryan Walters,Christine Cleland-McGrath, Carolyn Moulton, Bruce McDougall and Matt Miller were present. Councilmember Jeremy Carter was absent. Mr. Carter had been excused in advance at the May 24,2021 regular City Council meeting. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports COVM-19 Update: Mr. McDougall shared the recommendation released by Skagit County Public Health late in the day that all people wear masks indoors,regardless of vaccination status. Mr.McDougall reported current case statistics and vaccination progress for Anacortes and Skagit County. He noted the increase in the infection rate in Skagit County. Housing Affordability and Community Services Committee: Mr. Walters reported from the Committee meeting held the previous week. The committee heard testimony from a community member who had been camping along T Avenue while homeless and had since found assistance in the county. The Committee also heard from representatives of the Anacortes Housing Authority and Mom's Closet.Mr.Walters noted that the committee would henceforth meet at 9 a.m. on Thursdays to make it easier for service providers to attend. Fiber Committee: Mr. McDougall reported from the Committee meeting held the previous week. The topics discussed included increased staffing in the Fiber department,funding opportunities, construction progress in the west end, and statistics for current customers in service. Planning Committee: Ms. Cleland McGrath reported from the Committee meeting held earlier in the evening. The topics discussed included a potential site for Habitat for Humanity construction and Planning Department projects though 2021. Mr.Young reported from a recent meeting of the Skagit County Tourism Promotion Area(TPA)Advisory Board. Public Comment Wim Houppermans said that on July 15 he had reported a code violation of the sign code regarding political signs but nothing was done about it. He mentioned other codes that were not being enforced.Mr. Houppermans urged Council to provide sufficient resources for the Planning Department to enforce the municipal code. Lynne Johansen related her eviction from her rental property. She requested assistance to find alternative housing. She said there are no more rentals for local people,particularly those with pets. City Attorney Darcy Swetnam and Mr. McDougall invited Ms. Johansen to leave her contact information and said staff would follow up with her the next day. Consent Agenda Mr. Miller moved, seconded by Ms. Cleland-McGrath,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. Agreement Approval: Data Sharing Agreement for City of Anacortes#21-161-FIN-001 d. Agreement Approval: Data Sharing Agreement for Anacortes Economic Development Corporation#21- 169-FIN-001 e. Street Fair Application: Free Movie Night OTHER BUSINESS Finance Update Finance Director Steve Hoglund presented a quarterly update on the city's financial position as of the end of June 2021,referring to the extensive set of charts included in the packet materials for this agenda item. He made one correction to the utility tax collection amount as reflected in the packet and noted that the final packet would include a corrected graph. Ordinance 3093: Amending the 2021 Budget Mr. Hoglund introduced for first reading Ordinance 3093 amending the 2021 budget. Mr. Hoglund explained each line of the amendment,referring to his slides in the packet materials for the meeting. Ordinance 3094: Amending the Capital Facilities Plan 2021 -2026 Mr. Hoglund introduced for first reading Ordinance 3094 amending the 2021-2026 Capital Facilities Plan. Mr. Hoglund explained that the budget and CFP need to be amended simultaneously and would be presented to Council for action at its regular meeting on August 9,2021, following an advertised public hearing on the CFP. Contract Award: School Zone Flashing Beacons#21-175-ENG-001 Public Works Director Fred Buckenmeyer requested City Council consent to award a contract in the amount of $111,675.80 to Traffic Safety Supply for the School Zone Flashing Beacons Purchase. RYAN WALTERS moved, seconded by CAROLYN MOULTON,to authorize the Mayor to sign a contract 21- 175-ENG-001 with Traffic Safety Supply in the amount of$111,675.80 for the School Zone Flashing Beacons Purchase. Vote: Ayes -ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL, MATT MILLER.Nays -None. Result: Passed Ordinance 3064: Critical Area Ordinance Update Planning Director Don Measamer introduced Senior Planner Tess Cooper to present a final draft of Ordinance 3064 updating the Critical Areas Regulations. Ms. Cooper's slides were added to the packet materials for the meeting. Ms. Moulton asked if the third Whereas clause of draft Ordinance 3064 should refer to 2019 rather than 2018. Ms. Cooper agreed. Mr. Walters asked that a strike-through/underline version of both affected chapters be provided to the codification vendor. Mr. McDougall invited members of the audience to comment on this agenda item.No one present wished to address the Council.
