Call to Order
Mayor Laurie Gere called to order the Anacortes City Council meeting of July 12,2021 at 6:00 p.m.
Councilmembers Anthony Young,Ryan Walters, Christine Cleland-McGrath,Carolyn Moulton,Bruce
McDougall and Matt Miller were present. Councilmember Jeremy Carter was absent. Mr. Carter had been
excused in advance at the May 24,2021 regular City Council meeting.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
COVID-19 Update: Mayor Gere announced that all city facilities were completely open to the public for regular
business hours. Mayor Gere shared current case statistics and vaccination progress for Anacortes, Skagit County
and Washington State.
Housing Affordability and Community Services Committee: Ms.Moulton reported from the Committee meeting
held the previous Wednesday. The topics discussed included the lack of adult daycare available in the
community,the Unite Us service provider platform,ever increasing community participation in the committee
meetings,planning for the upcoming community roundtable, Housing Authority waiting list criteria, and
housing voucher availability.
Planning Committee: Ms. Cleland-McGrath reported from the Committee meeting held earlier in the evening.
The topics discussed included a Main Street program advocated by several community members.
Public Comment
No one present wished to address the Council on any topic not already on the agenda.
Consent Agenda
Mr.Miller moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.
a. Minutes of July 6, 2021
b. Approval of claims in the amount of$570,121.33
The following vouchers/checks were approved for payment:

PUBLIC HEARINGS
Ordinance 3091: An Interim Ordinance to Facilitate the Development of Day Care Facilities in the R4
Zone
Planning Director Don Measamer introduced the advertised public hearing on interim Ordinance 3091 which
had been first presented to City Council at its June 28,2021 meeting. Mr. Measamer referenced the packet
materials for this agenda item. He highlighted the subsequent work plan and community input opportunities if
the interim ordinance were to be adopted.

Mayor Gere invited members of the audience to comment on this agenda item.No one present wished to address
the Council. No one wishing to speak, Mayor Gere closed the public hearing.
MATT MILLER moved, seconded by BRUCE MCDOUGALL,to approve Ordinance 3091 as presented. Vote:
Ayes-ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN
MOULTON,BRUCE MCDOUGALL,MATT MILLER.Nays -None. Result: Passed
OTHER BUSINESS
Resolution 3042: A Resolution establishing the 2021 Docket of Comprehensive Plan and Development
Regulation Amendments
Planning Manager Libby Grage summarized the discussion of this item and public comment received when this
topic was last addressed at the regular City Council meeting on June 28. Ms. Grage reported that the comment
period had subsequently closed and that no additional comments had been received. She advised that based on
Council direction at the June 28 meeting, staff had drafted Resolution 3042 to establish the 2021 docket. Ms.
Grage recommended adoption of the resolution.
Mayor Gere invited members of the audience to comment on this agenda item.No one present wished to
address the Council.
RYAN WALTERS moved, seconded by ANTHONY YOUNG,to adopt Resolution 3042,a resolution
establishing the 2021 Docket of Comprehensive Plan and Development Regulation Amendments.Vote: Ayes-
ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,
BRUCE MCDOUGALL, MATT MILLER.Nays -None. Result: Passed
Ordinance 3092: Repealing AMC Chapter 5.47 Related to Single-Use Plastic Bags
Finance Director Steve Hoglund introduced draft Ordinance 3092. He summarized the rationale for the
ordinance as reflected in its recitals.
Mayor Gere invited members of the audience to comment on this agenda item.No one present wished to address
the Council.
BRUCE MCDOUGALL moved, seconded by CHRISTINE CLELAND-MCGRATH,to approve Ordinance
3092 repealing Ordinance 3053 and AMC chapter 5.47.Vote: Ayes -ANTHONY YOUNG,RYAN
WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT
MILLER.Nays -None. Result: Passed
Thompson Train Static Display Plan
City Attorney Darcy Swetnam reopened the discussion of this topic from the June 16, 2021 regular City Council
meeting. Ms. Swetnam said that the only material added to the packet since that meeting was a letter from
Thompson family attorney Lisa Carney.No other concrete community offers of donations had been received.
Mayor Gere invited members of the audience to comment on this agenda item.
Headen Thompson spoke on behalf of the Thompson family. He recounted the history of the train,its donation
to the City of Anacortes,and subsequent events. Mr. Thompson stated for the record that the Thompson family
had no plans to sell or profit from the train. He pleaded with Council to return the train to the Thompson family
since the City had not met the terms of the 2012 donation.

Tammy Guffey said she had spent the past three weeks investigating community feeling on this topic.Ms.
Guffey said she supported returning the train to the Thompson family so that money,time and energy could be
spent on the civil services the city needs and deserves. She urged Council to vote to return the train to the
Thompsons.
Lisa Carney, attorney for the Thompson family, said that Mr. Thompson's comments reflect the family's
message and she had nothing to add.
The six councilmembers present each shared their reasons for now agreeing that the train should be returned to
the Thompson family and offered thanks to the Thompson family.
Mr.Walters suggested that the City Attorney draft documents to make that transaction happen. Ms. Cleland-
McGrath suggested that other train accessories should be addressed as well. Mayor Gere concluded that Ms.
Swetnam would draft a documents to return the train to the Thompson family and bring those back to full City
Council for action at a future meeting.
