HomeMy WebLinkAbout2026-06-01 City Council Minutes ApprovedAnacortes City Council Minutes - June 1, 2026 1 Anacortes City Council Minutes - June 1, 2026 Call to Order Mayor Ryan Walters called to order the June 1, 2026, Anacortes City Council meeting at 6:00 p.m. Councilmembers Marcia Hunt, Luke Currier, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, and TJ Fantini were present. Councilmember Bruce McDougall was absent. Ms. Moulton moved, seconded by Ms. Hunt without objection to excuse the absence of Mr. McDougall. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Walters announced June as Pride Month with the parade on June 21st at 1pm and Orca Action Month with the associated Adopt a Storm Drain program. He also outlined upcoming programs at the Senior Activity Center including AI Made Simple and Organ Clocks and Biological Aging on June 3rd and photographs of the Vietnam War with Charlie Haughey on June 4th. He then mentioned the First Friday Art Walk this Friday from 6-8pm downtown and upcoming Parks and Recreation events, including Bark in the Park, and the 4th of July Celebration and parade. Public Works Committee Mr. Fantini reported from the Public Works Committee meeting held earlier in the evening. The topics discussed include the Wastewater Treatment Plant alternatives analysis report with next steps coming before the council some time this summer; the Downtown Streetscapes Plan in consultation with First Forty Feet, which will provide the council with a menu of options to consider at the committee level that will then be vetted and brought before the full council; and the revision of a planned storm water line repair under the heavy haul route that was deemed unnecessary due to Public Works efforts to stabilize the pipes and new stormwater pipes that will be installed as part of the port's West Basin project. He pointed out that this project revision allows for stormwater system repairs on West 5th Avenue between Kansas Avenue and Illinois Avenue. Presentation of Pride Parade Poster Mason Cole and members of the Anacortes Pride Board of Directors presented the 2026 Pride poster to the Mayor and Council. Public Comment Mayor Walters invited the public to comment on any item not on the agenda. Public comment was given as follows: Mark Nihart of Ward 2, Anacortes, representing Smart Growth Anacortes, spoke against the Herrigstad short plat development application. Janet Peargin of Ward 2, Anacortes, spoke against the Herrigstad short plat development application. Janet Andrews of Ward 2, Anacortes, spoke against the Herrigstad short plat development application. Marty Evans of Ward 2, Anacortes, spoke against the Herrigstad short plat development application. Carol Oglesbee of Cap Sante Court Community asked about how to safely cross 32nd Street from the retirement home to Storvik Park. Mayor Walters responded that the crosswalk project that will allow for safe crossing between Cap Sante Court Community and Storvik Park is in progress. Anacortes City Council Minutes - June 1, 2026 2 Consent Agenda Ms. Moulton moved, seconded by Mr. Fantini, to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of May 26, 2026 b. Approval of claims in the amount of $136,680.88 The following vouchers/checks were approved for payment: EFT numbers: 115719 through 115740, total $80,407.46 Check numbers: 115741 through 115758, total $52,774.24 Wire transfer numbers: 389465 through 389686, total $3,499.18 c. Contract Award: 2026 Satterlee Road Waterline Replacement #26-135-WTR-001 Other Business Ordinance 5031: Updating AMC 12.60 Complete Streets Public Works Director Logan Lee introduced proposed Ordinance 5031 that would update AMC 12.60 Complete Streets, referring to a slide presentation that was added to the packet materials for the meeting. Discussion topics included: • The process for noting where projects that qualify for exceptions to Complete Streets standards would be made in Section 12.60.050. o The projects page on the city's website. o In the project plans and / or permit documentation. • The code section applies to city capital projects. • Shared use path definition. • Ensuring definitions in the code section match the state definitions. • Making transportation accessible. • The use of small mobility devices. • Environmentally conscious transport options that connect points of interest. • Skagit Transit microtransit possibilities. • How Complete Streets standards guide transportation planning. • Repeated exceptions to standards as an indication of possible policy changes. Mayor Walters noted that staff would update Section 12.60.050 to detail the process for documenting exceptions to the standards in individual projects, accept Evergreen Islands comments, make other edits, and bring it back for a second read at the next regular meeting. Adjournment There being no further business, at approximately 6:47 pm, the Anacortes City Council meeting of June 1, 2026, was adjourned.
