I don't think Mr. Cox gets it. Permit me to quote: "We will enforce the permit as follows. The finished height of the pillars shall not exceed 4 feet 6 inches (4'-6") above the edge of asphalt directly adjacent to the pillar. The finish height of the wall shall not exceed 4 feet (4'-0") above the edge of asphalt directly adjacent to the point of measurement at any point along the wall. The point of measure shall be at right angle from the edge of the road asphalt." Clearly Mr. Cox does not believe you when you state, "we will enforce the permit as follows." Since Mr. Cox has continued to build the wall while the BOA has repeatedly deliberated, I sincerely hope you intend to enforce the permit exactly as written. Box 456 Anacortes, WA 98221 RE: Estimated-bearing capacity values on lower portion of Lot 1, Sea Crest Subdivision, Anacortes, WA Attention: Vince Gentlemen: At your request, I am documenting my oral discussion of hearing capacity values on the lower portion of the bluff slope of Lot I. As indicated and as confirmed by exposures from recent grading, that section of the slope is dense, unweathered Vashon till. This material, when undisturbed or not remolded, has bearing capacity values that usually exceed 5.0 TSF. If is when the material is remolded or is exposed for an extended period of time so air slacking and rebound of the over consolidated materials occurs, that bearing capacity values begin to drop and can go as low as 1 TSF. Based on my last field inspection of the site in early October, the material is estimated to have a bearing capacity of 3.5 TSF or 7 KSF. However, if the foundation cutslope is not covered by next spring when the till begins to dry and/or a load is not placed back on the exposed material, then that value will start to drop.
