RE: Report Engineering Geology & Geotechnical Investigation Proposed Addition: Ives Residence 2804 Oakes Street Anacortes, Washington Gentlemen: We are pleased to present to you a report of our Engineering Geology and Geotechnical Investigation for the proposed addition at the Ives' residence. The project site is on the north side of Oakes Street, in the northcentral part of the town of Anacortes. PURPOSE AND SCOPE The purpose of the Engineering Geology and Geotechnical Investigation is to define the soils across the proposed addition site, and to determine soil conditions for the support of the proposed structure. This investigation included a reconnaissance of the slope that extends from the proposed addition site down to Guemes Channel to the north. The investigation provides sufficient soils information for the structural engineer, architect, and the appropriate city and county agencies. The scope of the work is as follows: 1. Perform a reconnaissance inspection of the slope to the north to determine the stability of the slope. 2. Supervise the excavation of 4 test pits by rubber-tired backhoe to a maximum depth of 10 feet in the vicinity of the addition. 3. Visually identify the soils encountered, describe them in accordance with the Unified Soils Classification System and maintain a written field log. 4 . Report Ives Addition 5. Provide recommendations for foundation support and site drainage . 8 . Provide a plot plan showing the location of test pits. 7 . Provide a written report with our observations, conclusions, and recommendations. SITE CONDITIONS SURFACE CONDITIONS The proposed addition site is located on a gently sloping, north facing lawn. The northern edge of the lawn forms the top of the slope (bluff) that extends down to Guemes Channel. The slope is densely covered with blackberry vines and shrubs. There appeared to be a small swale trending through the addition area in a roughly southeast - northwest direction and is visible on the site plan provided to us by the architect and can be seen on our plot plan at the end of this report. The base of the slope consisted of a rock seawall that slopes into Guemes Channel . The top of the seawall formed the outer edge of a bench with an abandoned railroad bed with tracks on the bench. The railroad bed appeared to have been partially cut into the original slope and partially built up with the seawall. To the south of the railroad tracks, towards the existing house, an approximately 8 foot high bench ran from the eastern property line to approximately the center of the property. The side of the bench consisted of silt and fine sand. The soil appeared undisturbed, although the surface silts and sands were soft due to weathering. This bench extended approximately 60 feet to the slope under the lawn where the building addition is planned. An 8 to 10 foot high ridge, trending east - west, was located in approximately the middle of the bench. The ridge appeared to be man-made. The surface of the slope, directly north of test pit 3 (see plot plan) , appeared to consist of material different than the natural silt and sand of the lower bluff and in our opinion represents fill. SUBSURFACE CONDITIONS Several fill soils and an in-situ (natural ) soil were encountered in the test pits across the site. Geol . & Geotech. Report Ives Addition 1 The fill soils were encountered in test pits 1 , 3, and 4 . These soils are a combination of silts, clays, and sands that varied in , I the amount of each throughout the test pits . The material . was imported to the sight to fill in an old drainage ravine that was located east of the existing house. The fill was generally soft, dry, although moist at depth, and contained wood debris ( limbs , trunks ) . The fill material is settlement sensitive and is unsuitable for the support of the proposed addition. The topsoil layer is soft, permeable, and contains organic matter. The topsoil layer is settlement sensitive and is unsuitable for the support of the proposed addition. The grayish brown silty sand stratum was deposited by glacial ice as glacial drift. It was encountered in test pits 1 , 3, and 4 below the fill and in test pit 2 below the topsoil zone. The sand was dry, and was moderately loose near the top of the stratum and graded compact two to three feet into the sand layer. The looser upper part of the sand had been most likely loosened by root action and surface waters before the fill soils were imported to the site and placed over the in-situ sand. The undisturbed sand was compact and can support loads to 2500 pounds per square foot (psf) . CONCLUSIONS AND RECOMMENDATIONS The project site, in our opinion, is suitable from a geotechnical and engineering geology viewpoint for the proposed Ives' addition on the basis of information obtained and evaluated during this investigation, providing our recommendations are followed. The investigation was general in nature and was concentrated near the proposed addition area. We understand that the structure now planned for this site will be a two story structure on a cement concrete foundation with a crawl space. Please note we have indicated the location of our test pits on the plot plan at the back of this report. FOUNDATION SUPPORT AND DRAINAGE We recommend that the topsoil and fill soils be removed from the footing and foundation areas. We recommend that the upper soils be excavated to the undisturbed grayish brown silty sand. In the northern part of the addition area, facing Guemes Channel, the excavation to suitable bearing soils (to undisturbed compact sand) may be 10 feet or more. We recommend that the footings be place directly on the undisturbed sand. We recommend a maximum load on the undisturbed sand of 2500 psi . 4 November 7 , 1989� Eng. Geol . & Geotech. Report Ives Addition vof foundation support, if the thickness of One alternative method pp the unsuitable fill soils may require high stem walls for the designed floor grade that are not desired, would be to excavate in the footing areas to the natural undisturbed compact sand, and place imported granular fill to the desired footing elevation. The imported structural fill soils, if used, should consist of a clean, well graded sand and gravel with less than 10 percent silt. The compacted fill should be placed to 90% modified compaction criteria (ASTM D-1557) within two (2) feet of bearing and 95% for the top two (2) feet, with allowable bearing capacities of 2000 (psf ) . The imported structural fill should be placed such that the load distribution of the footings on the imported fill will take place at the bottom of the footings at an angle of 45 degrees and not intercept any cuts or native slopes. Permanent excavation slopes in the glacial deposits should be sloped no greater than 2: 1 (2 horizontal to 1 vertical) . Other alternative methods of foundation support (i.e. spread footings placed on a lean concrete fill, or stepped footings) should be approved by a licensed structural engineer, We recommend that a french drain or curtain drain be provided along the southern boundary of addition, to collect surface and subsurface water and prevent the water from coming in contact with the footings or foundation. The water should be directed to the storm drainage system of the lot or carried in a tightline pipe to the bottom of the slope. We also recommend a drainage system be provided behind the inside northern footing wall, if the addition is designed to have an impermeable ( i . e concrete) northern wall, so subsurface water does not collect behind the wall. Any subsurface water that is allowed to collect behind (upslope) of the footings will allow the soils to become 7� saturated which may destabilize the soils and cause movement of the foundation downslope. The finished site grade should be sloped so that surface water drains away from the addition. The surface water runoff from the roof , pavement, and landscaped areas should be collected and carried to the general storm drain system of the lot or carried in a separate tightline pipe to the base of the slope (Guemes Channel) below. The grayish brown sand will deteriorate in consistency when wet and subjected to traffic. All excavation in this soil should be kept dry during the construction period. Repeated traffic during periods of precipitation will loosen the soil and will require removal to the underlying, undisturbed soil, or recompaction at the proper moisture content. Care should be exercised to avoid ponding water and to limit subgrade exposure to rain, therefore, an effort should be made to perform stripping during dry weather and to protect all exposed final subgrade foundations . Report Ives Aadition Lawn clippings , or other dead organic material , garbage, or any other type of debris should not be placed on slopes as they retain (hold) moisture which can destabilize the slope. During our field investigation lawn clippings were observed on the slope adjacent to the upper lwan area, west of the existing residence. We recommend that they be removed from the slope. LIMITATIONS This report has been prepared to aid in the general evaluation and development of this site. The discussion of site development is conceptual in nature and must be refined to take into account the final structural configurations and building layout with a review of final grading plans. It is recommended that we review the site grading, fill placement, and other geotechnical aspects of this project during the design period in order to ensure that the designs are compatible with the recommendations made in this report and engineering characteristics of the soil at the site. We also recommend that personnel qualified by training and experience be present during subgrade preparation and placement of compacted fills to observe that work is performed in accordance with the project plans and specifications , the recommendation of this report and accepted engineering practice. We appreciate this opportunity to be of service to you.
