Threet, Ph.D. Licensed Engineering Geologist 2701 17th Street Anacortes, WA 98221 - . 360-293-4389 18 April 2005 David and Norma Priebe 1605 Seventh Street Anacortes, WA 98221 Re: Geologic examination of grading pads and slopes for house foundation at 2720 Oakes Avenue As requested by Mr.Don Measamer of the City Building Department, I visited subject site on Friday afternoon, 15 April 2005, with your designer/builder,Mr.Wes Cline. The grading had been freshly completed, exposing clearly the geologic soils conditions,particularly in the vicinity of the headscarp of the landslide,which was discussed fitly in my 1 November 2004 geotechnical report and in the 22 March 2005 addendum to that report. In addition, I visited subject site on Sunday afternoon, 17 April 2005, to survey precisely, approximately two dozen points (numbered accordingly on the attached map), in order to quantify the exposed trace of the landslide surface, with respect to spray-painted foundation lines at the northwest corner of the residential foundation. The attached drawing illustrates those relationships (F, foundation corner nearest the landslide trace; S, the landslide trace on the graded cuts; TP, the area of backfilled test pit No. 1 discussed in the addendum report). The hachured line is the existing and undisturbed top-of-headscarp. The heavy line through the northwest portion of the diagonally ruled graded area is the trace of the landslide surface across the lower graded pad for the proposed daylight basement. Because the landslide surface dips about 45°toward the northwest,the exposed trace of that surface occurs progressively more northwesterly from the headscarp,across the lower pad(s). That condition was anticipated by the earlier analysis of conditions in the two test pits for the addendum report, and no refinement of the analysis was necessitated or mandated by the extensive exposures in the fully graded area. The builder's sensitive layout of the foundation footprint minimized landslide risk and maximized use of the upland for aesthetic considerations. An advantage of the extensive exposures that were created by the completed grading was evidence that the entire foundation will lie on the massive, firm silty fine sand native soil, which can be expected to have a bearing strength in excess of 2 kips/ft2. The native sand soil is overlain by a few feet of weathered soil derived primarily from glacial drift,which must be removed for upland footing trenches. The weathered soil and the related artificial fill which was involved in landsliding northerly of the headscarp will not be involved in the foundation site, as indicated earlier, because the northwesternmost corner of the foundation does not"bridge"the landslide surface. The proposed layout of the foundation appears to avoid "bridging"the landslide trace,thereby eliminating a geologic risk. The weight on the portion of the upland adjacent to the headscarp has been greatly reduced by the mass of the volume of soil excavated for the daylight basement, and the replaced mass of that portion of the residence will be substantially less than that of the corresponding soil. While the site of the old test pit No. 1 has been proposed for dispersal of upland drainage down to Guemes Channel, a proposed tight line conveyance avoids infiltration of runoff into the head of the landslide, thereby reducing a risk of repeated movement on the landslide surface(s) depicted in the cross section attached to the addendum report. At the time of my Sunday visit, a crack in the lowest graded pad coincided with the northeasterly trace of the landslide surface, and similar crack coincided with the westerly side of the old test pit. The cracks should not be interpreted as evidence of recurring landslide movement. Rather, recent drainage from the excavated area has been artificially diverted to the site of the old test pit(surveyed points 14 and 15), across the exposed trace of the landslide, resulting in slight differential settlement between the very firm silty sand and the poorly consolidated weathered soil and artificial fill of the "downthrown block" of the head of the landslide. Collection of upland drainage into a tight line to the beach can be expected to mitigate such artificial recurrence of differential settlement of soil or recurrence of landsliding. Members present Brad Snyder, Ken Wilson, Charles Boubeau, Staff present: Edwin Frank Minutes of September 1, 2005 were approved Mr. Snyder explained to the applicants that a minimum of 3 affirmative votes are required to grant a variance. With only 3 of the 7 members of the board a unanimous vote is required to grant a variance. Mr. Snyder offered to the applicants to opportunity to reschedule their hearing until November 17 when a full board should be available. No one requested to reschedule. The agenda was approved. 4320 Whistle Lake Road - Herrigstad Variance Staff comments from the fire department indicated a need for adequate water for fire suppression. That issue will be addressed at time of permit review. A letter from one neighbor supporting the request was entered into the record. F Mr. Herrigstad presented his request to reduce the required yard from 50 feet to 20 feet • and to allow an increase from 16 feet to 20 feet for a livestock barn. Mr. Herrigstad indicated that there is a seasonal stream that runs north and south through the easterly portion of this property. This request is to allow the barn to meet or exceed the wetland buffer and place the barn in an existing cleared area. Mr. Snyder explored other options with Mr. Herrigstad. An area on the north portion of the site was discussed as an alternate location that would not require a yard variance. Mr. Wilson moved to grant the variance as requested. Motion died for lack of a second. The question was divided. Mr. Snyder moved, second by Mr. Boubeau to grant a height variance to 20 feet from 16 feet. Motion carried 3 yes/0 no. Mr. Snyder then moved to deny the variance request for yard reduction, second by Mr. Boubeau. Mr. Harrison explained the existing site conditions that preclude developing a level yard with adequate fencing to protect their children. The site conditions were carefully discussed. There were no staff comments. One letter was entered into the record recommending approval. Mr. Snyder moved, second by Mr. Boubeau to grant the variance as requested. Motion carried 3 yes/0 no. - 1 - � ) BOARD OF ADJUSTMENT MINUTES October 6, 2005 REGULAR MEETING 401 East Park Drive— Ballow Variance Mr. Ballow presented his request to increase the allowed lot coverage from 35% to 44.6%. The lot configuration consists of a 10 foot high rock ridge running north and south across the lot and several mature evergreen trees in the front yard that they would like to preserve. The proposal is to reduce the height of the building to accommodate adjacent views. To accommodate this proposal it is necessary to enlarge the footprint of the home. A portion of the existing non-conforming structure would be maintained as the carport. Staff comments from engineering addressed an existing sanitary sewer condition that needs to be addressed at the time of permit review. Fire department comments about the need to address adequate water supply for fire suppression, this will be addressed at the time of permit review. Mr. Wilson moved, Mr. Boubeau second to grant the variance as requested with the stipulation that the 50% destruction of an existing non-conforming structure rule be applied. The lot configuration consists of a 10 foot high rock ridge running north and south across the lot and several mature evergreen trees in the front yard that they would like to preserve. The proposal is to reduce the height of the building to accommodate adjacent views. To accommodate this proposal it is necessary to enlarge the footprint of the home. A portion of the existing non-conforming structure would be maintained as the carport. Staff comments from engineering addressed an existing sanitary sewer condition that needs to be addressed at the time of permit review. Fire department comments about the need to address adequate water supply for fire suppression, this will be addressed at the time of permit review. Mr. Wilson moved, Mr. Boubeau second to grant the variance as requested with the stipulation that the 50% destruction of an existing non-conforming structure rule be applied.
