Call to Order
Mayor Laurie Gere called to order the advertised special Anacortes City Council meeting of May 27,2021 at
9:00 a.m. Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Christine Cleland-McGrath, Carolyn
Moulton,Bruce McDougall and Matt Miller all participated in the meeting in absentia via video conference.
Budget Retreat
Finance Director Steve Hoglund opened the budget retreat. He referred to the packet materials for the meeting
throughout the session.
Mr. Hoglund reviewed the 2022 budget schedule,then reviewed the goals for the retreat.Mr. Hoglund addressed
budgeting issues that would carry over from 2020 and 2021 including equipment replacement and staff cuts,
then discussed future funding needs of the fiber network. Councilmembers discussed with the mayor and Mr.
Hoglund the rainy day fund and the fund balance policy.
Mr. Hoglund reviewed the City's primary revenue streams and discussed revenue trends and challenges moving
forward.
Mr. Hoglund then introduced a discussion of the budget priorities individual councilmembers had submitted
prior to the retreat. Each councilmember elaborated on those identified priorities.
At approximately 10:15 a.m. Mayor Gere called a five minute recess.At 10:20 a.m. the mayor called the
meeting back to order.
Mr. Hoglund discussed pavement management funding with councilmembers. He suggested using REET rather
than property tax to fund a portion of that program.
Mr.Hoglund and department heads then briefly reviewed departmental budget requests that were reflected in the
packet materials. Staff responded to councilmember questions about those requests and noted councilmember
requests for additional information on some items.
Adjournment
There being no further business,at approximately 11:30 a.m. the Anacortes City Council meeting of May 27,
2021 was adjourned.
