HomeMy WebLinkAbout2021-05-24 City Council Minutes Approved Anacortes City Council Minutes - May 24, 2021 Call to Order Mayor Laurie Gere called to order the Anacortes City Council meeting of May 24, 2021 at 6:00 p.m. Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Christine Cleland-McGrath, Carolyn Moulton, Bruce McDougall and Matt Miller all participated in the meeting in absentia via video conference. Announcements and Committee Reports Mayor Gere advised that Mr. Carter had asked to be excused from City Council meetings from June 2 through August 3,2021 because he had received orders for training to become an Officer with the U.S. Army. The mayor shared the City Attorney's review of the request,noting that RCW 35A.12.060 provides that"a council position shall become vacant if the councilmember fails to attend three consecutive regular meetings of the council without being excused by the council." Mr. Miller moved, seconded by Mr. Walters,to excuse in advance the absence of Mr. Carter from all City Council meetings between June 2,2021 and August 3,2021. The motion carried unanimously by voice vote. COVID-19 Update: Mayor Gere shared CDC guidance on masking and social distancing which had been adopted by the State of Washington.Mayor Gere then shared current case statistics a for Anacortes, Skagit County,Washington State,and the nation. Traffic Safety Committee: Mr.Miller reported from the committee meeting held the previous week. The topics discussed included parking revisions during the Guemes ferry haul out, 32nd Street and H Avenue stop signs,a request to make Oakes View Lane one way, and K Avenue speeding concerns. Housing Affordability and Community Services Committee: Mr. Walters reported from the Committee meeting held the previous week,which included approximately 40 community service providers in an effort to inventory available services. Parks and Recreation Committee: Ms. Moulton reported from the committee meeting held the previous week. The topics discussed included a Samish Indian Nation resolution to rename N Avenue beach,the hiring process for two full time permanent maintenance positions and the Senior Center manager,picnic shelter reservations, a possible Independence Day parade,the Whistle Lake dam analysis,the A Avenue landfill clean up,the Grand View cemetery expansion,the Depot Plaza restroom,recreation programs for the summer,phased reopening of the Senior Activity Center,and a donation from the Daniels family for maintenance at Volunteer Park. Planning Committee: Ms. Cleland-McGrath reported from the Committee meeting held earlier in the evening. The topics discussed included code enforcement of parking regulations for large vehicles parked on city streets and vehicles blocking sidewalks, flood plain management,R4 zone height bonuses, and parklets on Commercial Avenue. Former Water Treatment Plant Cleanup Ecology Public Comment Period: City Attorney Darcy Swetnam provided a brief update on the former water treatment plant cleanup public comment period. Ms. Swetnam's slide presentation was added to the packet materials for the meeting. The slides included information about joining the June 7, 2021 DOE public meeting and for submitting public comment. Public Comment No one present wished to address the Council on any topic not already on the agenda. Minutes of May 17,2021 b. Approval of claims in the amount of$595,796.08 The following vouchers/checks were approved for payment: EFT numbers: 100171 through 100215,total$306,555.63 Check numbers: 100216 through 100235,total$285,689.82 Wire transfer numbers: 284458 through 284685,total$3,176.80 c. Resolution 3032: Waiving the Competitive Bidding Requirements for the Purchase of Maritime Theme Pole Lights from DiJulio Displays d. Resolution 3036: Waiving the State Competitive Bidding Requirements for the Purchase of Sensus Water Meter Products PUBLIC HEARINGS Continued Public Hearing: Critical Area Regulations Draft 3 Mayor Gere announced that this item would be continued to the June 7, 2021 regular City Council meeting. OTHER BUSINESS Resolution 3033: Authorizing Execution of the Tourism Promotion Fund Contract by the City of Anacortes for the Purchase of Two Parklets Planning Director Don Measamer introduced Resolution 3033 to authorize use of lodging tax to purchase two additional parklets for Commercial Avenue.Mr.Measamer said that since the original April 5,2021 quote,the price had increased to$26,568 due to rising steel prices. He recommended approval at the higher amount. He said the Planning Committee would be working on a policy to guide future requests for additional parklets. ANTHONY YOUNG moved, seconded by RYAN WALTERS,to approve Resolution 3033 Authorizing Execution of the Tourism Promotion Fund Contract by the City of Anacortes for the purchase of 2 parklets. Vote: Ayes -JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND- MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT MILLER.Nays -None. Result: Passed Resolution 3035: Waiving the State Competitive Bidding Requirements for the Purchase of Parklets from Dero Bike Racks Mr.Measamer introduced Resolution 3035 to waive the bidding requirements for the purchase of parklets for use by the City of Anacortes and authorize sole source purchasing from Dero Bike Racks. He explained the reason for purchasing additional parklets from the same manufacturer. RYAN WALTERS moved, seconded by BRUCE MCDOUGALL,to approve Resolution 3035 authorizing the purchase of parklets from Dero Bike Racks for use by the City and waiving the competitive bidding requirement due to a single source of supply. Vote: Ayes-JEREMY CARTER,ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,MATT MILLER. Nays-None. Result: Passed Anacortes City Council Minutes -May 24, 2021 2 Annual Comprehensive Plan &Development Regulation Amendments Docketing Process Planning Manager Libby Grage briefed Council on the annual amendment process and the three docket petitions received thus far.Ms. Grage's slide presentation was added to the packet materials for the meeting.Ms. Grage also shared a summary of the Planning Department's 2021/2022 work plan for numerous legislative projects. Ms. Grage solicited and noted councilmember feedback on the proposed schedule. Wastewater Treatment Plant Solids Handling Report Public Works Director Fred Buckenmeyer referenced a memo he had sent to councilmembers late the previous week recommending against moving forward at this time with the short listing of wastewater solids handling processes,which was a change from staffs recommendation at the June 17,2021 City Council meeting. Mr. Buckenmeyer's memo to Council was added to the packet materials for the meeting. Mr. Buckenmeyer shared rough figures on current and recent costs of maintaining the incinerator and described the legislative climate that would affect the timing of deciding on and implementing an alternative technology. He responded to councilmember questions and suggestions for moving forward.
