Paul and Hope,
After discussion and consideration of your previous communications with the City, we have
determined that your now vacant property at 2820 Oaks Ave is exempt from having to pay impact
fees and GFC charges if developed on. This exemption will be valid as long as all utility charges are
paid each month.
Please let me know if you have additional questions.

Hope,
I did not have this information when I replied to Jody's email question. I've attached my response
to him.
I will forward your question to our finance department—as I don't know the answer.
Philip—there used to be a home on this lot and it was demolished (not sure when, but at least
several years ago). Please see Ms. Star's question below about credits/exemptions to the
requirement to pay GFCs and impact fees for a replacement SFR based on continued payment of
monthly utility charges. Thank you.

Libby, I just received a phone call from Jodie Ravio,the party who is interested in our front lot. Our
survey on the front lot, 2820 Oakes was done in 2016. We were told at the time if we paid our fees
for water and sewer monthly there would be no hookup or impact fees once we built on the front
lot. We have been paying those fees all these years, and he said you informed him there was a 48
month time limit.The city never informed us of that.That would increase the costs for a potential
buyer, and we weren't able to sell it previously because of the way the city required us to configure
it. I would like an exception to this rule so that we can finally sell the front lot, and the city of
Anacortes can increase their tax base and have a new affordable house built. Please let me know
what would need to be done to waive those fees. We are waiting on Dale Herrigstad to do a new
survey for the BLA, which I realize would be required, even though it will duplicate the original
survey that was originally accepted. Thank-you for looking into this for me.
