Reference -- - • , I f ' I t BOARD OF ADJUSTMENT MINUTES - MAY 7 , 1992 REGULAR MEETING Meeting called to order by Chairman Bob Ainsworth at 7 : 05PM. Members present : Bob Ainsworth, Brad Snyder , Diane Erholm, Leslie Carty, George Mehler Staff present : Edwin Frank Minutes of March 5 , 1992 and April 2 , 1992 meetings were approved/ passed (Erholm/Carty and Carty/Erholm, respectively) . Nelson Variance ( 1201 Loneview Ave) The Board reviewed this request for rear-yard setback variance from 20 feet to 12 feet to construct an attached garage-shop on an existing residence which also will be renovated . Mr . Frank noted that the living area (in residence renovation) will meet rear setback requirements - the setback variance is for the garage-shop only . Mr . Nelson stated that the residence is on approximately 1/4-acre unplatted acreage adjacent to a partial (about 12-foot) platted street in Kings Addition. The older house was built in 1930 with over a 30-foot front-yard setback from Longview Avenue , resulting in inadequate rear-yard space for a two-car garage to meet current setback requirements . The adjacent partial street (Kings Addition) will provide garage access . The were no comments/objections from City Staff or adjacent property owners . - The Board noted that it is highly unlikely that additional development would occur on the acreage behind the rear property line ; an existing residence on this acreage is well distant from the common property line . A motion to grant the variance as requested was made (Erholm/Mehler) and passed with all ayes . The Board reasoned that the project benefited the applicant with no impact on the neighborhood . $eglin Variance (2316 Vista Lane) The Board reviewed this request for side-yard setback variance from 5 feet to 2 ' 6" to construct a small entry porch to a side entrance in a mobile home (Vista Too Park) . Mr . Heglin stated that he recently purchased the home ; the former owner did not use the side access . Mr . Heglin proposes to use this entrance as a secondary access/egress for the home , primarily for the reason of safety. The uncovered entry porch will be an elevated platform the width of the entrance with steps at each end - the minimum necessary for the purpose . There were no comments/objections from City Staff or adjacent property owners . A motion to grant the variance request was made (Snyder/Carty) and passed with all ayes . The Board considered safety a major factor in this decision . Jenks Variance (Knapp Island Boatyard 30th Street) The Board reviewed this request for ( 1) a setback variance from 15 feet to zero feet along 30th Street right-of-way in the HM Zone to construct a building for a small boat manufacturing facility and (2 ) a setback variance from 10 feet to zero feet along an adjacent City boat ramp to construct an upper level deck on the office building associated with the facility. Mr . Frank noted that the applicant ' s purchase offer for the property is presently waiting first refusal action by another party - Mr . Jenks does not have ownership as yet . Mr . Marc Estvold (project architect) explained that the narrow 50-foot wide site (paralleling 30th Street and the City boat ramp) , with allowance for a total 25 feet of required setback, precludes functional use of the property. This proposal provides a 40 ' X 150 ' metal building, approximately 20 feet high (25 feet at the peak) along the 30th Street property line . The building positioning provides a 10-foot boat maneuvering space between the building doorways and the boat ramp . He noted that City Staff had approved erection of a chain-link fence which surrounds the boat ramp area; a portion of the fence is located some 15 feet into the 30th Street right-of-way . Mr . Jenks commented that his business is a low-volume operation, manufacturing 24-foot aluminum boats ; he is relocating from a site in Canada . He explained that the elevated office deck will permit observation of yard operations ; and because of the sloping ramp, the deck will be well above the ramp, essentially clear of ramp operations . The Board discussed with the applicants matters concerning -access/parking for the proposed Public dock at the foot of 30th Street , accessibility by others to the City boat ramp , parking requirements for the facility, visual appearance of the building from 30th Street , a City policy matter for potential storage behind the fence in 30th Street right-of-way, etc . There were no objections from City Staff or Fidalgo Marina (situated south of the boat ramp) . A motion to grant the setback variances requested was made (Carty/Erholm) and passed , but specifically stating that the granting applies only to Mr . Jenks request , it is not transferable . The Board reasoned that favorable action permits productive use of an otherwise difficult site . Meeting adjourned at 8 :05PM.
