Call to Order
Mayor Laurie Gere called to order the Anacortes City Council meeting of March 22, 2021 at 6:00 p.m.
Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Carolyn Moulton,Bruce McDougall and Matt
Miller all participated in the meeting in absentia via video conference. Councilmember Christine Cleland-
McGrath was absent.
Ms. Moulton moved, seconded by Mr. Walters,to excuse the absence of Ms. Cleland-McGrath. The motion
carried unanimously by voice vote.
Announcements and Committee Reports
COVID-19 Update: Mayor Gere shared current case statistics for Anacortes, Skagit County,Washington State,
and the nation. She reported on vaccination progress in Anacortes and Skagit County and on the statewide
transition to Phase 3 on the Roadmap to Recovery earlier in the day.
Housing Affordability and Community Services Committee: Ms.Moulton reported from the committee meeting
held the previous week. The topics discussed included a possible down payment assistance program,Habitat for
Humanity's interest in building homes in Anacortes,CDBG funding,and the draft social services strategic plan
currently being prepared.
Planning Committee: Ms.Moulton reported from the Committee meeting held earlier in the evening. The topics
discussed included derelict buildings on the waterfront,parking on 5th Street, a Section 108 loan, and pedestrian
safety in the 500 block of Commercial Avenue.
Public Comment
No one present wished to address the Council on any topic not already on the agenda.
Consent Agenda
Mr.Miller moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

OTHER BUSINESS
WWTP Outfall Project Overview and Update
Public Works Director Fred Buckenmeyer introduced City Engineer Eric Shjarback to report on the outfall
project. Mr. Shjarback introduced construction manager Rob Webb of Dalton, Olmsted&Fuglevand,Inc.
Mr.Webb provided a comprehensive overview of the project,including both the marine and upland portions of
the work. His slide presentation was added to the packet materials for the meeting.Mr.Webb responded to
councilmember questions during the course of his presentation.
Mayor Gere invited members of the audience to comment on this agenda item.
John Wilkinson shared feedback from the neighbors which was added to the packet materials for the meeting.
Mr.Wilkinson questioned the preferred alternative chosen and expressed concern about the blasting in the
upland portion of the project and about access for residents during construction. Mr. Webb responded to Mr.
Wilkinson's questions.
No other members of the public wished to address the Council on this agenda item.
Resolution 3026: Updating the Unified Fee Schedule
Finance Director Steve Hoglund introduced Resolution 3026 to update the Unified Fee Schedule for Washington
Park fees,Parks Impact Fees, and Transportation Concurrency Review costs. He briefly summarized each fee
type and referred to prior Council review of the updated fees. Mr. Hoglund noted that he would correct a
typographical error in the resolution that appeared in the packet materials to consistently reflect the effective
date of the Parks Impact fees as September 1,2021.
ANTHONY YOUNG moved, seconded by BRUCE MCDOUGALL,to approve Resolution 3026 updating the
Unified Fee Schedule with the one date correction pointed out by Mr. Hoglund. Vote: Ayes -JEREMY
CARTER,ANTHONY YOUNG,RYAN WALTERS, CAROLYN MOULTON,BRUCE MCDOUGALL,
MATT MILLER.Nays -None. Result: Passed
Request to Skagit's Local Governments to Oppose Imperial Metals' Minerals Exploration Permit in
British Columbia's Skagit Headwaters
Mayor Gere presented a request from the Skagit Watershed Council to Skagit County local governments to
oppose Imperial Metals' Minerals Exploration Permit in British Columbia's Skagit Headwaters. Mayor Gere
referred to the packet materials for this item including opposition already expressed by other jurisdictions.
Ms. Moulton,Mr. Young,Mr. Miller and Mr. Walters all expressed support for opposing the Minerals
Exploration Permit.No councilmember objected to opposing the permit. Mayor Gere said staff would draft a
resolution and letter expressing Council's position and bring those to Council for action at its next regular
meeting on April 5,2021.
