1. Call to Order/Roll Call
Karen Marshall, Steve Cox, Susan Rooks, Jim Young, Steve Oakley present
2. Introduction of Guests/ Public Comment Period (if applicable)

3. Minutes from September Meeting; Minutes from July, August, and September
meetings
• Steve Cox moved to approve; second by Susan Rooks. September minutes
approved unanimously.
• Steve Cox moved to approve minutes from 15 July and 19 August; second by
Susan Rooks. All approved unanimously.
• Steve Oakley moved that minutes be approved via email. Discussion cited email
rules per Ruben McKnight of Tacoma to be checked. City rules are email is a
valid public record. AHPB intent is to assure openness.
4. Correspondence
1. Possible Field Trip: Everett Historical Commission November 12 at 2930 Wetmore
Ave, 8th floor.
• Agenda will be sent to Karen Marshall.
2. CLG Roundtable for Staff; Thursday, November 6 in Olympia a DAHP 10-4, RSVP
required
• State-wide CLG staff get-together.
5. Unfinished Discussion/Action Items
A. New ALR Form Review
• Tonie Cook (volunteer) has done ALR form like Kent uses
B. Update on CLG Grant 2008 Progress
• 220ct08 deadline for consultant applications — all Seattle-Anacortes region DAHP
consultants have been solicited. Steve Cox moved for Steve Oakley to proceed if
there is only one applicant or to follow City policies if there is more than one
applicant; second Susan Rooks — unanimously approved
C. Progress on Finding New Board Members
• Vacancy in Dec08 and second in Jan 09 — two potential candidates have been
found. One is an archivist. Second is an architect.
D. Ordinance Update
• Awaiting legal authorization from the City. Proposing to relax membership
requirement from all 5 must reside within Anacortes, to one member may reside
outside Anacortes city-proper but on Fidalgo Island. Change is to address the
ex-officio member which is unique to Anacortes' board. Proposal to strike words
that permits removal from the register only by the board was discussed; Karen
Marshall will discuss with DAHP
E. Plaque Program
• Susan Rooks has drafted procedures and forms. 9" x 18" plastic plaque costs
$30-$35. No response from Walla Walla for plaques similar to the state Barn
plaques. Samples of several different materials were shown for consideration.
• Action: Susan will send drafts to Board via email. Get three mock-ups. Draft
insert for mailed notice to homeowners.
6. New Business
• Next meeting is ALR hearing in City Council Chamber. Two applications will be
heard.
