HomeMy WebLinkAbout2019-01-09 Historic Preservation Board Minutes Approved Anacortes Historic Preservation Board (AHPB) Meeting Minutes Wednesday 9 January 2019 ATTENDANCE Board Members: Bunny Heiner, Ken Hansen, Gunnar Christensen, Mark Nihart, Bob Ross Staff: Bret Lunsford and Elaine Walker Public: Carolyn Suryan MEETING OPENING Chair Bunny Heiner opened the meeting at 4:00 pm. Board voted to approve with corrections the 12 December 2018 minutes Gunnar Christensen will continue to serve on the board for another term No public comments Carolyn Suryan, a guest, introduced herself. She was born and raised in Anacortes and returned here to retire. She is interested in becoming a board member when an opening is available and volunteering for the AHPB in the interim. OLD BUSINESS The board had a brief discussion of major accomplishments in 2018, which included: Multi-board retreat, the Olson Building work, Saving the façade of the Anacortes Junk Company, Additions to the historic register, Walking Tour brochure and the Museum exhibit: "At Home in Anacortes." Most of the 2018 major accomplishment discussion centered around the Olson Building and the boards' work on facilitating public input and providing resources instrumental in saving the Olsen Building from being torn down. The boards' work on the Olson Building used most of the boards' time in 2018 and resources thus the other 2018 accomplishments did not have as much discussion. NEW BUSINESS The board had a discussion regarding projects to accomplish in 2019. The potential projects included: The Board discussed enlarging the board from five to seven members to have more resources for projects. Bret was to research what change to the ordinance is required if the board pursues expanding the board. The Board discussed changing the board meeting time to later in the evening to accommodate future board members and community members who work normal shift hours 7:00 am to 5:00 pm. No decision was made to changing the meeting time. The board may solicit community input. The board meeting time will stay at 4:00 pm. The Board discussed how to increase additions to the historic register and ideas to encourage more community involvement. No decisions were made. The Board discussed how to engage younger and middle age participation on the board and AHPB volunteer opportunities including school age children for appropriate projects. Bret provided information on new historical search tools available to the board and their benefits. He also provided information regarding using social media and websites to increase visibility to board activities. Bret asked for input on replacing the Junk Company presence in the Walking Brochure with the St. Mary's church. The board agreed the church was a good replacement. A MOTION was made by Mark Nihart seconded by Gunnar Christensen and the motion was unanimously approved by the board to spend the next two board meeting time dedicated to reviewing and updating the AHPB procedure manual, by-laws, ordinance, powers and duties and other related documentation as appropriate. Significant documentation review and update work had started in 2018 by Bob Ross and Ken Hansen. The goal is to leverage their work and get all the AHPB documentation current and fully understood by the board. MEETING CLOSE Meeting Adjourned at 5:00 pm. Next meeting, Wednesday, 13 February 2019 4:00 pm at the Anacortes Museum.
