The proposed 3429 square foot structure meets the required 100'setback from OHWM,as well as the maximum allowed R2 zone lot coverage(35%)and the shoreline impervious surface allowance (30%) for this area of the Shoreline Residential designation under the 2010 Anacortes Shoreline Master Program (SMP). Analysis Per SMP Section 5.9 Shoreline Residential,allows for the construction of residential uses and structures,and strictly regulates removal of vegetation and topsoil,with a minimum 15% native vegetation retention or replacement.The proposal meets these requirements and plans to restore native vegetation on the face of the bluff and the landscape plan includes a planting area consisting of native vegetation. The applicant shall adhere to the applicable policies and development regulations(DR)contained in the City of Anacortes'2010,Shoreline Master Program including but not limited to those in:Section 5.9 Shoreline Residential,Chapter 6 Environmental Protection General Regulations,and other applicable provisions of the Shoreline Master Program. 2. The new single-family residence to be constructed, must be at least sixty(100)feet as measured from the ordinary high water mark per the SMP Table 5.2. 3. The project will implement appropriate standard best management practices (BMPs)during construction to reduce or avoid impacts on water quality. 4. Pursuant to SMP DR-6.5.4, exposed soils shall be immediately revegetated to prevent erosion. 5. Pursuant to SMP DR-6.5.5, exposed soils must be replanted with vegetation as shown on the approved landscape plan dated 6-15-2020(see attached)such that complete coverage of exposed soils is attained within one growing season, or otherwise stabilized using mulch or other similar BMP. 6. No in water work is permitted.All work must be done landward of the ordinary high water mark and top of bank. 7. Pursuant to SMP DR-5.9.11, a minimum of fifteen percent(15%)of the total lot area shall be retained or replanted in native vegetation.Areas to be retained or replanted as shown on the approved landscape plan dated 6-15-2020(see attached). All vegetation work on the slope shall follow the recommendations of a licensed Geotechnical Engineer,and the applicant shall provide a supporting Geotech Report addressing the slope revegetation plan prior to any work on the slope. 8. An as-build of the native vegetation planting area shall be submitted to the Shoreline Administrator within 14 days of installation and shall be inspected and approved prior to Final Building inspection and issuance of Certificate of Occupancy.Please call 350-588-8234 to schedule inspection. Pursuant to RCW§27.53.060 it is unlawful to destroy any historic or prehistoric archaeological resources.
