The city was concerned about the suitability of the rock fill zone under the northern portion of the proposed structure. My field reconnaissance was made, in your presence, on September 17, 2002. Because of this, as you advised me, the entire foundation has been moved 10 feet to the south. While this has improved foundation conditions, a potential still exists for some shifting and settlement. As we discussed in the field, there are two options to improve these conditions_ The first option would be place abouta 4-inch cover of fine clean sand within the limits of the areas shown by the blue paint lines. This sand will then be subjected to vibration, which will cause the sand to penetrate or filter down into the voids in the rock fill. The second option would be to place a thin slurry as discussed in my report dated September 7, 2002_ The sand option is recommended. After improving foundation conditions, a bearing capacity design load of 2.0 TSF can be used. We appreciate this opportunity to be service to you. Members present: John Curtis, Ken Wilson, Gary Coatney, George Mehler Staff present: Ed Frank Minutes of the January 3 meeting were approved. Melvin Variance (1603 41st Street) Mr. Melvin reviewed this request for a variance in accessory building height from 16 feet to 20 feet to construct a 1150 sq.ft. storage building attached to an existing 770 sq.ft. garage. The property is in the R-1 Zone with no accessory building maximum area limitation. Mr. Melvin explained that the added building height is requested to provide adequate door clearance for his motorhome yet maintain the same 4-12 roof pitch as the adjacent garage; the latter provision to have a visually attractive building complex. He felt that the building, on a 1.2-acre lot, would not visually impact the neighboring properties There were no City Staff comments/objections, nor were there comments from nearby property owners. A motion was made (Wilson/Mehler) and passed with all ayes to grant the requested variance. The Board felt that the large lot size minimizes the impact of the building on neighborhood. Berg Variance (1604 Georgia Place) Mr. Estvold, architect representing Mr. Berg, reviewed this request for variances in rear-yard setback from 20 feet to 5 feet and in lot coverage from 35% to 38%to construct a single story residence. Mr. Estvold emphasized that Mr. Berg has worked with him to design a single-story house that would complement the neighborhood and limit view obstruction. He explained that the building site is on a rock pad above the roadway thus limiting flexibility in potential building location because of the necessity to devote a large portion of the site for driveway/turnaround accessibility. Mr. Berg commented on his effort to work with the neighboring property owners to respect their concerns. City Staff comments mentioned fire protection and drainage concerns that will be addressed in the design/permitting process. Comments from adjacent property owners clearly appreciated the effort by Mr. Berg to consider their concerns and supported the variance request; included were comments from Colleen Sargent, John Sargent, and Mrs. Grotte. A motion was made (Mehler/Wilson) and passed with all ayes to grant the requested variances. The Board felt that, given the problem building site, the applicant has made a commendable effort to minimize impact on the neighborhood. I am an adjacent neighbor with property to the north. The article in the paper does not fully describe the situation and I would like to expand on my reasons for support. 1. The legal access to Mr. Berg's property is on the east side of his lot making that by city standard his front yard and the west boundary of his lot his back yard. Functionally however, his home is going to be oriented to the north to take advantage of the view and the east boundary is going to act as a side yard. (referenced in exhibit A) Further more, the setback Mr. Berg has planned between his lot, and my property that is adjacent to the north exceeds 20 feet. At a minimum, he is just swapping set back minimums. 2. I also support allowing Mr. Berg's request to exceed the lot coverage to 38%. His goal in doing so is to protect the view of the adjacent neighbor to the south by building a rambler style home instead of a two story. This is highly desirable and should be supported. This site is virtually pure rock and an almost totally impervious surface as it exists now, so exceeding the lot square footage should have no functional impact on the environment. (See attached photo documents as reference). Mr Berg's intentions are commendable, and his request is consistent with the goals of the neighborhood and the city. I urge you to grant Mr Berg his variance. Provision of Zoning affected: Part 17.36.060.d — Rear yard requirements for a R2 zone, and: Part 17.36.080 — Maximum land coverage. Justification: Approval of this variance will allow the construction of a one-story building in an area built up with view residences, and where two-story buildings are allowed. The applicant acknowledges that a two-story building could easily be built within the setback lines, however this would block views from existing residences. The additional lot coverage and rear yard space will provide the area needed to accommodate the applicants full building program, by allowing them to transfer upper story spaces to the ground floor, thus providing a much lower building height. In addition, the building site is situated on a rock pad, 10 feet above the road, and a large portion of the site must be devoted to driveway and turn around area, thus reducing the available building area. In Conclusion, the approval of this variance will allow the applicant to respect his neighbors existing views and yet allow him to fully enjoy his site.
