It was requested that we visit the site and make a determination of Code violations. On Wednesday, October 14, 2020, Justin Symonds (Public Works Inspector) and I visit the site and measured cross-slopes of the ADA parking, reviewed the area for any water quality and looked at how the site drained. See the attached photos of the project site. On Monday, October 19, 2020, I reviewed the Anacortes Municipal Code, Section 19.50 to 19.54 —Community Design and Section 19.76 Storm Water Conveyance and developed a vicinity map of what the improvement requirements are for the site. See attached vicinity map. Per the 2012\14 Department of Ecology Manual, as referenced in the Anacortes Municipal Code 19.76, this project is considered a Common Plan of Development, as both properties are owned by the same individuals. See attached property ownership information. The existing house that was on-site (915) has been removed from the site. It hasn't been determined, at the time of this inspection, if the proper permits were applied and paid for to demolish the home. Additionally, a 6,665 SF of new parking lot has been installed and striped for a parking lot. This parking lot will be utilized by the future occupants of the building, located to the west of this property, at 2403 Commercial Avenue. Previous DRG Meeting: • None Zoning: • This property is located within the Commercial Zone. Subdivision Type: • Existing Parcel of Record within the Original Anacortes. Critical Areas: • None identified • Contact the Planning Department regarding Critical Areas requirements. Permits: • Right-of-Way Permit for work being performed Inside and Outside the Traveled Way. Contact Justin Symonds, Public Works Inspector, at 360.661.3547. • Contact the City of Anacortes Planning Department for additional permitting requirements such as SEPA, Grade and Fill, Clear and Grading, Conditional Use, Building, etc. City of Anacortes Development Standards: • The 2018 Development Standards can be found on-line at www.cityofanacortes:orq. If the Engineer of Record needs any COA Standard Details in AutoCAD format, they can email me at stevel(a�cityofanacortes.org and request a CD. This CD will be mailed to a provided address. Sewer: • There is no Drawing of Record for either 915 24th Street or 2403 Commercial Avenue. • No information was found in the files regarding how the existing sewer to the demolished home was abandoned in place. f,p , q aj • Water • Wastewater • Streets • Storm Drainage • Engineering I Solid Waste ® • Transportation •Equipment • Capital Projects • Development Services qF✓p Storm: • Project is located in the F3 Drainage Basin. • Project is considered a Common Plan of Development. • A review of the 2007 Storm Water Comprehensive Plan was done and found that there is a surcharging system approximately 890-feet from the project site. • Public records indicate that there is no direct storm line stubbed to this property. • Public records indicate a shallow 8-inch PVC SD running west to east along the south side of 24th Street. • Storm Water, including Water Quantity and Quality will need to comply with the City of Anacortes Drainage Code, Section 19.76 — Storm Water. - The project is encouraged to utilize Low Impact Development Techniques. - The applicant will need to use the Applicability Flow Chart to determine storm water requirements. - Project is required to provide water quality. - Downstream deficiencies identified. Therefore required detention on-site. - In order to declare Flow Control Exemption, the project will be required to do a downstream analysis to determine sufficient capacity of the conveyance system utilizing the 2014 WWHM Model. • Minimum Requirements 1 through 9 are subject to 3rd Party review and is paid for by the applicant. • The Storm Drainage Report format (Dated October 7, 2019) can be found on the City of Anacortes Website. The report can be located in either Public Works sections of the website. For the word version, please contact Steven Lange at stevel(a�cityofanacortes.orq. Traffic: ■ Pedestrian facilities are required along both frontages of Commercial Avenue and 24th Street. The project is required to connect to the existing sidewalk to the east. • Sidewalk ramps need to be installed. One at Commercial Avenue and the other at Q Avenue. ■ Provide a Traffic Control Plan (Current MUTCD Manual) prior to any construction taking place for approval by the City of Anacortes City Engineer. • Street Lighting — No Street Lighting required under this proposal. • Monumentation — No monumentation is required under this proposal. Street: (AMC 19.50 to AMC 19.54—Community Design) • For additional Street information and design criteria, see the 2018 EDS Standards, Chapter 3—Street. • Per AMC 19.24.100 -All improvements required shall be extended as necessary to provide a smooth transition with existing improvements both laterally across the street and longitudinally up and down the street for drainage, vehicular and pedestrian traffic. The driveway width shall be 20-feet in width off of 24th Street. Any existing access locations from Commercial Avenue shall be removed and replaced with standard traffic curb and gutter and sidewalk. No access from Commercial Avenue. • See AMC 19.51.040 — Extent of Required Improvements, Item C.1 — Existing alleys, the following improvements are required when Right-of-Way for an alley exists adjacent to a site. For commercial, industrial, office, or multifamily projects, the applicant must improve the alley abutting the subject property and extend the improvements to an existing improved public street. This may include drainage facilities, based on slope and design. • Any existing unused\abandoned driveway access off of Commercial Avenue will need to be removed and replaced with standard Traffic Curb and Gutter, per WSDOT Standard Detail F-80.10-04. • Pedestrian facilities are required. ■ See discussion under"Traffic" above. • Street Trees: Contact Jonn Lunsford @ 360.299.1953, Parks Department for a list of City approved Street Trees. See EDS Standards, Chapter 3 — Streets, Section STR-18.2 regarding Street Trees and Root Barrier requirements. • Monumentation: See discussion under"Traffic" above. Garbage: • Contact City of Anacortes Sanitation Department Matt Koegel at 360.293.1921 for further information as the design moves forward. Water: • No issues with water. The site is currently serviced by a water meter off of 24th Street. Fire Coverage: • Contact Jack Kennedy, Assistant Fire Chief, at 360.293.1925 regarding fire coverage requirements for this project. • The City of Anacortes does not have current Fire Flow Reports in this area. A 3rd party testing company will need to perform this task and provide reports at the submittal of the construction civil plans for review. The access and areas around the mailboxes need to meet ADA requirements. • Encroachments (See Chapter 3 —Streets, Section STR-18.3): Prior to any placement of any barricades, material, earth, gravel, rock, debris or any other material or thing over, under or upon the Public Right-of-Way or easement, an Encroachment Agreement shall be obtain from the City of Anacortes. See the Anacortes Municipal Code, Section 12.30 for additional information regarding the Encroachment Agreement and processes.
