SUBJECT: STORMWATER PLAN REVIEW, 2802 OAKES AVENUE
CITY OF ANACORTES, SKAGIT COUNTY, WASHINGTON

Dear Mr. Lange:
We received a submittal for the project on May 19, 2020.
The project consists of a new home proposed for 2802 Oakes Avenue. This property is
located on a high-bank waterfront lot. The proposal includes collecting runoff into a
catch basin and tightlining runoff over the bank directly to the water.
The submittal included:
● Stormwater Drainage Report
● Plans (Site and Landscape Plan, Stormwater BMPs, and Curb, Sidewalk,
and Driveway)
Overall, the intent of the stormwater design appears to be appropriate in terms of meeting
the minimum requirements; however, it seems to be lacking in detail. Further
information showing the locations of stormwater connections and TESC-related BMPs
shall be provided. We offer the following specific comments to the developer regarding
our review of the submitted information.
STORMWATER DRAINAGE REPORT
1. The Stormwater Drainage Report and Site Plan refer to a “Stormwater
Mitigation Design” but it was a bit unclear as to what this mitigation
design is. Appropriate Island County details showing a residential
stormwater outfall were included and a location of a catch basin is shown
on the Site Plan yet it is unclear as to how runoff from the driveway or

roof will be directed to this catch basin. Plans shall be provided to show
the entire connection amongst the driveway and roof and how this will be
discharged directly to the water.
CIVIL ENGINEERING PLANS
2. A TESC plan showing the locations of listed TESC BMPs shall be
provided.
