Dear Board Members:
There are several issues to address in this letter. First is the remedy to address trees
removed in the wet land behind Mr. Smith's residence at 4505 Blakely Drive. After discussing
this with City Planning staff we determined that removal of trees in the wetland and buffer
without authorization is a violation of the City's critical areas ordinance. Your voluntary contact
with City staff and commitment to correct the encroachment by replanting the area will avoid
potential fines and penalties.
City staff decided to use our Tree Preservation Ordinance to help us come up with a formula
for replanting as follows.
The Ordinance measures trees by their diameter at breast height (dbh) and assigns them a
unit value. The approximately 10 trees you removed equal close to 10 tree units. A tree unit
equals one tree 2 to 5 inches dbh. It does not seem feasible to plant 10 large trees so I have
come up with the following replanting plan that includes a couple of trees and a mixture of
native plants and shrubs. I am basing this on what seems to already grow well on site. All
work must be done by hand. In addition, branches that were left in the wetland during the
initial work behind Mr. Smith's home need to be removed from the site.

I have reduced the size of this list because I would also like you remove the non-native
blackberry from the wet land area behind Mr. Smith residence and adjoining residences.
The second item involves two trees located in the wetland behind 4503 Blakely Drive and 4505
Blakely Drive. I briefly examined these two trees for potential hazard, one an alder and the
other a willow. Both trees appear healthy at this time, however because they are leaning
toward the residences they could be removed. If removed this work needs to be done by hand
(chainsaws are ok) and all branches need to be removed from the site. Trunks can be left on
the ground to rot.
In lieu of replanting for removing these trees I would like to propose that other non-native
plants such as holly or ivy be removed from the wetlands and taken off site. These could be
piled by the tennis court and removed.
Please contact me once all of this work is completed and I can come by for a final inspection
to close the matter. Call me with any questions.
