HomeMy WebLinkAbout2020-08-03 City Council Minutes Approved Anacortes City Council Minutes —August 3, 2020 Mayor Pro Tem Bruce McDougall called to order the Anacortes City Council meeting of August 3,2020 at 6:00 p.m. Councilmembers Jeremy Carter, Anthony Young, Ryan Walters, Christine Cleland-McGrath, Carolyn Moulton,Bruce McDougall and Matt Miller all participated in the meeting in absentia via video conference. Announcements and Committee Reports COVID-19 Update: Mr. McDougall reported current case statistics for Anacortes, Skagit County and Washington State. He added that moving Skagit County to Phase 3 of the Safe Start Washington plan was still a future goal with only one of the five criteria currently being met. Fiber Committee: Mr. McDougall reported from the committee meeting the prior week. He shared current installed customer counts and current monthly revenue figures. He reported that the target 35%take rate had been achieved for initial pilot areas. Mr. McDougall updated Council on progress on fiber contracts. Community Center/Pool Committee: Mr. Carter reported from the committee meeting the prior week. He said the joint committee would continue to meet over the coming year and that a new MOA would come before City Council for action because the current MOA would expire soon.. Public Works Committee: Mr. Walters reported that the committee meeting scheduled for earlier in the evening had been cancelled. Ms. Moulton reported that she and Ms. Cleland-McGrath had attended a meeting the prior week with Helping Hands Food Bank to take a very preliminary look at collaborating with the Anacortes Family Center to take over the Anacortes 100 Food Bank. Public Comment Mr. McDougall reported that the public comment portion of the agenda would resume at the August 10, 2020 City Council meeting. He outlined the procedures for public participation and advised that those procedures would be published each week when the agenda was published. Consent Agenda Mr. Miller moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of July 27,2020 b. Approval of Claims in the amount of: $2,022,194.85 c. Contract Awards: Treatment Plant Chemicals 2020-2021 #20-162-IDS d. Contract Approval: Dark Fiber Lease for Island Hospital#20-171-FBR-001 The following vouchers/checks were approved for payment: EFT numbers: 97748 through 97789,total$463,708.00 Check numbers: 97790 through 97825,total $1,552,810.64 Wire transfer numbers: 271422 through 271894,total $4,116.50 Mr. Young reported that Mayor Gere and others had been working with Anacortes School District Superintendent Justin Irish on collaboration with the District to serve the students in the community.
