The subject property is located in the east- northeast shore of Burroughs Bay, approximately 0.5 miles east of the entrance channel to Skyline Marina. The property is a small, low-elevation parcel with a no-bank shore. Coastal Geologic Services Inc. (CGS)was requested to review ground and air photos, and complete a site assessment focusing on the question of whether shore protection needs to be enhanced or not to in order to protect the house and adjacent improvements. Jim Johannessen has observed this shore several times in the last two decades while performing work throughout the shores of Skagit County. The findings herein were based primarily on the single, recent field visit and professional judgment based on 25 years of professional experience assessing and mapping Puget Sound coastal processes and developing coastal protection and restoration designs. Site Conditions The subject property was visited by Jim Johannessen, Licensed Engineering Geologist and principal geologist of Coastal Geologic Services on April 27, 2010. The site was viewed and measurements of the upper beach, existing bulkhead, and waterward portion of the yard were taken. Figure 1 is a photo page showing 4 photos taken during the site visit, along with 2 photos from late January-early February 2010 soon after storm damage occurred on January 18, 2010. The house was reportedly constructed between 2007 and 2008. The house is a one-story structure constructed close to surrounding grade. The house at the Northwest corner was located 24.5 feet from the landward side of the existing rock bulkhead and 31.0 feet from the uppermost speech. The outer Southeast portion of the house was located 20.5 feet from the landward side of the existing rock bulkhead and 26.0 feet from the uppermost beach. Approximately half of the yard waterward of the house contained a concrete patio, which was wider in the northwest portion of the yard. This planting area was quite damaged in the January 18, 2010 storm, as shown in the bottom photos in Figure 1. Soil was eroded during that storm, a number of plants were lost, and the existing bulkhead appears to have been damaged. Debris was scattered across the entire waterward yard and across the concrete patio and up to the house during the January storm. The beach at the site was composed of sand with abundant cobble, and pebble. The uppermost several feet of beach was dominated by cobble and pebble while the majority of the remainder of the high tide beach was dominated by coarse sand with lesser amounts of cobble and pebble. Drift logs appear limited to the landward 3-6 feet of the beach at the subject property (Figure 1). The mean higher high water (MHHW) line appeared to be located 4-7 feet waterward of the toe of the existing bulkhead. General discussion of area beaches and bluffs is found in Johannessen and MacLennan (2007; http://www.pugetsoundnearshore.org/technical papers/beaches bluffs.pdf). A low rock bulkhead was present in a straight line across the uppermost beach and waterward portion of the yard. The bulkhead was generally a hybrid between a rock revetment and a rockery(which is generally constructed with a very steep face and tightly placed rock). The rock bulkhead was measured at 2.5 to 3.0 feet high and was 3.5 to 5.5 feet wide. The depth-of burial of the existing bulkhead was not determined. A similar rock bulkhead was present on the adjacent lot to the northwest. Further to the Northwest in large concrete bulkhead extended well into the intertidal area. The adjacent small parcel on the southeast side contained a very low elevation rock bulkhead, which projected slightly further waterward than the Cox bulkhead. The next lot further south east also contained a large concrete bulkhead that extended further waterward than the nearby rock structures. The site is within a net shore-drift cell (long term littoral sediment transport cell) that originates on the east side of Biz Point and continues north eastward and northward all the way to Skyline Marina (Keuler 1988, Schwartz et al. 1991). Therefore the long-term sediment transport at the site is generally from the south continuing past the site to the north and northwest. The site is a high wave energy site with a wave exposure or fetch that extends for approximately 30 miles to the southwest all the way to the north shore of the Olympic Peninsula west of Discovery Bay. Very large waves can be generated over this fetch that have the potential to cause serious coastal erosion and storm damage. Conclusions and Recommendations Need for Shore Protection The site has a very low elevation yard and house, and sits only 25 ft landward of the beach. The site is characterized as a high energy location, as it has a fetch of 30 miles that roughly corresponds to the predominant and prevailing winds. The property experienced some damage in the January 2010 storm, which could have been much more extensive if the winds had been higher. It certainly would have been prudent to build the house both farther away from the beach and at a higher elevation. However, the lot is quite small and fully developed, and the lot already has a shoreline bulkhead, it is just not high or robust enough to protect the house. It is recommended to construct a new rockery wall type of shore protection or bulkhead in the same footprint as the existing low rock bulkhead. The new wall would need to designed and built to withstand the large waves that can occur at high water at the site, however the new wall does not need to and should not cover any additional beach area. This would mean that the new wall needs to be constructed higher and designed to withstand greater wave energy relative to the existing wall. The new wall will need to be founded with base rocks on the order of 2.5 ft below the existing upper beach grade to prevent undercutting during storms. Suitable material, such as angular quarry spell (some of which is likely on site already), would first need to be placed in the excavated area. It appears that the existing rock could be used in the new well, but that additional, larger angular rock would need to be imported. Bringing rock and equipment in by barge may be the only practical way of constructing the new wall. An experienced professional engineer that completes shore protection designs should be hired to produce drawings appropriate for a new wall at your site. This is beyond the capabilities of a Licensed Engineering Geologist. Ted Hammer, PE of Western Geotechnical Consultants Inc., is recommended for this task (360 380-2507). Shoreline Management The Shoreline Master Program (SMP) for the City of Anacortes currently under use includes policies and regulation for"Shoreline Stabilization" (Section 23). Relevant policies that apply include: a. Construction of shore defense works shall not be allowed until effects on adjacent shores have been evaluated by the Shoreline Administrator against Shoreline Goals, Policies, and Regulations. A geotechnical report that considers alternative protection measures shall be required for all proposals for new shoreline stabilization structures. b. Floating or open breakwaters which do not impede flow of marine life are preferred over solid breakwaters. c. Shore defense works should be designed to have minimal degradation water views, and avoid adverse effects on fisheries resources. d. Shore defense works which would decrease publicly owned lands should not be allowed. e. Shoreline stabilization structures should be allowed only where demonstrated to be necessary to support or protect permitted shoreline uses or where an existing structure is in imminent danger from shoreline erosion. Regarding (a) from the SMP above, the proposed new rockery wall would be in the exact same footprint as the existing rock bulkhead at the Cox site and have a similar front slope. Therefore it is concluded that the new wall will not affect adjacent(armored) properties any differently than the current wall does. However short-term impacts would occur during construction and the relatively straightforward litigation proposal below is intended to address these impacts. The use of a soft shore protection approach is not suitable at this site as the wave energy is too high and the house, as described above, sits too close to the beach. Specifically a beach nourishment and/or anchored log approach would not be sufficiently robust to withstand wave energy at this site without extensive maintenance. The proposed rockery is not for a breakwater and so item (b) in the SMP does not apply. The proposed rockery would slightly hinder the low elevation view(c) from the Cox property however conditions would ♦ Cox Shore Protection Assessment May 24,2010,Page 4 of7 COASTAL GEOLOGIC SERVICES,INC. not be substantially different than they are today. Fisheries and other marine and nearshore species, as well as publicly owned lands (d) should not be affected at all as the proposed bulkhead would be constructed in the same footprint as the existing bulkhead and made of similar material. The proposed rockery is necessary(e) to protect the permitted single-family residence as described in the report text above. The proposed rockery wall should not require a shoreline substantial development(SSD) permit as shore protection here is simply a replacement structure, and should not cause ongoing negative impacts to the nearshore system (as discussed above), and for this site is required to protect the house, which is within the range of"normal" uses of a single family residential property. The proposal would therefore appear to be eligible for an exemption from the SSD process. Recommended Mitigation Mitigation for construction of the new wall should be accomplished in the following ways: 1. Ensure that the wall in no way extends further waterward than the existing wall at beach grade. 2. Plant native backshore vegetation in the waterward portion of the yard adjacent to the wall (described below). 3. Do not remove any large or small woody debris, or beach sediment from the site—place these materials back on the beach after work is finished. Planting native plants along the waterward portion of the yard is intended to provide some of the many functions and values of native riparian vegetation for the nearshore/beach system. Thi§ includes providing input of organics and insects, partial shade to the upper beach, reducing soil input, and providing a small amount of diversity of habitats for birds.Additional benefits include binding soil and thereby reducing erosion due to waves overtopping the bulkhead and minimizing damage of more landward plants. More detail on habitat issues associated with vegetation in the nearshore is available in Brennan (2007; http://www.pugetsoundnearshore.org/technical papers/riparian.pdf, and in Menashe (1993) http://www.ecv.wa.qov/programs/sea/pubs/93-31/intro,html). Plantings should consist of installation of native backshore vegetation and similar salt-tolerant native vegetation typical of Puget Sound shores. The planting area should be viewed as augmenting the existing immature plants that have survived the winter. This planting area extends all the way landward to the concrete patio, with the exception of the southeast third of the yard where the patio is not as close to the bulkhead. The planting area should extend to within 5 ft of the patio in the southeast area. Recommended species for the most waterward portion of the planting area include: dunegrass (dune wildrye; Ellymus mollis), Pacific silverweed (Argentina egedii), and beach pea (Laythrus japonicas). Species for the more landward area should include shore pine (Pinus contorta var. contorta), oceanspray (Holodiscus discolor), Pacific madrone (Arbutus menziesii;although madrone will likely be much more difficult to establish), along with silverweed and other appropriate native plants as ground covers. • it i y Cox Shore Protection Assessment May 24,2010,Page 5 of7 COASTAL GEOLOGIC SERVICES,INC.
