Anaeortes,WA 9822.1 (360)u 21.9i 9.-8:442N:c200280T; May 25, 2020 Mr. Steve Lange Project Manager City of Anacortes PO Box 547 • "TY OF Anaeortes, WA 98221 Subject: 2007 Bradley,Stortnwater Plan Review by Grey and Osborne Inc. 420411.1.2 dated May 22,2020, Dear Mr. Lange, The following response is for the Stormwater review dated May 22, 2020 by Stacey Clear, of Grey&()Shortie, Inc. STORMWATER DRAINAGE REPORT I. The project summary table indicates that the depth to groundwater and infiltration rates are not applicable because the project is exempt from flow control. Soil and groundwater information. is still necessary in determining the feasibility of on-site stormwater management per Minimum Requirement 5. Please provide a soil report with the required information. If the options available for a "Flow Control Exempt" project must implement BMP T5.13: Post- Construction Soil Quality and Depth; BMP T5.10A: Downspout Full Infiltration,BMP'T5.10B: • Downspout Dispersion Systems, or BMP T5.10C: Perforated Stub-out Connections; and BMP T5.11: Concentrated Flow Dispersion or T5.12: Sheet Flow Dispersion, if feasible. If we choose to use BMP T5.10C: Perforated Stub-out Connections; why should we spend the money on a soils report when a perforated stub-out does not have a depth to water table requirement? I have shown each of the optional BMPs and shown each is infeasible even without the soil water table be addressed. 2. Under Minimum Requirement 5, please provide an analysis of the BMPs listed for flow control.. exempt projects, including downspout full infiltration, citing the appropriate feasibility criteria. Sheet A.101 shows"sheet flow dispersion," however, what is actually being proposed is concentrated flow dispersion(BMP T5.11). Per the Ecology Manual, a vegetated flow path of at least 50 feet is needed between the-discharge point and any property line, structure, other impervious surface, etc. Therefore, concentrated flow dispersion does not appear to be feasible for this site. The reference to BMP T5.11 Concentrated Flow Dispersion was an error and will be removed from the drawing. The flow collected from the driveways will be collected and directed directly to the curb line. The report will reflect the infeasibility of Sheet flow or Concentrated Flow dispersion for"Other Hard Surfaces". CIVIL ENGINEERING PLANS 3. Sheet A101 notes the-use of sheet flow dispersion for the driveway. What is shown is actually concentrated flow dispersion (BMP T5.11). As noted earlier, this should be tightlined toward the curb. This was left on in error and will be removed with flow tight lined to curb line. 4. The perforated stub-out connection detail and all TESC details shall be shown on the plans. We will add the Perforated Stub-out detail to the plans. 5. The flow path from the temporary sediment trap shall be shown on the plans. Added flow path from Sediment trap to curb line. I think this should answer all comments. Please let us know if you have any additional comments. The proposed project consists of constructing a single-family residence on the currently undeveloped lot at 2007 Bradley Drive. The proposal includes a perforated stub-out for the roof downspout connection before discharging to the curb at Bradley Drive. The submittal included: o Revised Sheet A1010 (stormwater plan sheet) Response to Comments It should be noted that a revised Stormwater Drainage Report was missing although one was referred to in the response to our comments. We offer the following specific comments to the developer regarding our review of the submitted information. CIVIL ENGINEERING PLANS 1. The plans currently show two through-curb discharges to the street; however, the City prefers to see only one through-curb per lot. Please revise to show one through-curb at the lower end of the parcel. revised to show combined discharges at the south. 2. PROPERTY WHERE WORK IS OCCURRING ADDRESS: 2007 Bradley Drive PARCEL NUMBER(S) P59134 2. GENERAL INFORMATION Most development within the City of Anacortes that involves disruption of soils, or construction of buildings, streets, parking lots, etc. requires a Stormwater review. Stormwater review requirements are based on either the amount of soil to be disturbed (grading, vegetation removal), or the amount of hard surface that is created or replaced on a site (building footprint, concrete, asphalt or gravel parking, sidewalk, etc.) This form is largely targeted for small projects and single family residences. For larger projects and more information please refer to the Anacortes Municipal Code (Chapter 19.76 Stormwater Management) and the latest Washington State Department of Ecology Stormwater Management Manual for Western Washington (Ecology Manual). 3. HARD SURFACE AREA CALCULATION Please calculate your project's hard surface amount; guidance is provided on the next page of this document. Use your project's total hard surface calculation to follow the flow chart(s) in this packet and determine the level of stormwater management required for you project. When determining your permit level or if stormwater thresholds are met or exceeded the entire project must be considered. A project is that portion of a property, properties, or right of way subject to land disturbing activities, new hard surfaces and replaced hard surfaces, The hard surface on your property will determine the storm water utility fees and the stormwater general facility charge. All new or replaced hard surfaces should be accounted for. Below are excerpts from the Anacortes Municipal Code and Ecology Manual that may assist you in preparing this information. "Hard surface area" means an impervious surface, a permeable pavement, or a vegetated roof "Impervious surface" means a non-vegetated surface area which either prevents or retards the entry of water into the soil mantle as under natural conditions prior to development. A non-vegetated surface area which causes water to run off the surface in greater quantities or at an increased rate of flow from the flow present under natural conditions prior to development. "Replaced impervious surface" means, for structures, the removal and replacement of impervious surfaces down to the foundation. For other impervious surfaces, the removal down to bare soil or base course and replacement. Res.
