Mayor Laurie Gere called to order the Anacortes City Council meeting of June 22,2020 at 6:00 p.m.
Councilmembers Jeremy Carter, Anthony Young,Ryan Walters, Christine Cleland-McGrath, Carolyn Moulton,
Bruce McDougall and Matt Miller all participated in the meeting in absentia via video conference.
Announcements and Committee Reports
COVID-19 Update: Mayor Gere reported current case statistics for Skagit County. She advised that Skagit
County was still in Phase 2 of the Safe Start Washington sequence but planned to apply for Phase 3 on June 26
if case numbers held steady. The mayor reported on current plans and ongoing planning for modified reopening
of city facilities concurrent with Phase 3. She invited the public to her weekly televised briefing on Wednesday
afternoon.
Fiber Committee: Mr. Miller reported from the committee meeting prior Thursday but deferred to the staff
report later on the agenda.
Planning Committee: Ms. Moulton reported from the committee meeting earlier in the evening. She indicated
that the group had discussed upcoming conversations with the Port of Anacortes about its planned events center;
Small Business Stabilization grants for which funding should be available to award as early as July 4;the
Lakeside Industries lease with the city for quarrying rock; the schedule for City Council review of the Critical
Areas Ordinance update during the summer;the schedule for Planning Commission review of the Shoreline
Master Program update during the summer; and Resolution 2094 scheduled to come before City Council for
consideration and action on July 6.
Mr. Young thanked the community and elected officials for demonstrating commitment to inclusivity.
Public Comment
Per Section 3 of Resolution 2082 Ratifying Proclamation of Emergency and Providing Temporary Procedures
to Respond to the COVID-19 Epidemic, adopted by the Anacortes City Council on March 16, 2020, the public
comment portion of Council meetings and any scheduled public hearings were temporarily suspended to
discourage public in person attendance of City Council meetings. The public was encouraged to comment via
email or written comment addressed to: City Clerk, P.O. Box 547, Anacortes, WA 98221. Public comments
received prior to the meeting become part of the record for the meeting,just as if presented in person.
Consent Agenda
Mr. Miller moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.
a. Minutes of June 15, 2020
b. Approval of Claims in the amount of: $492,138.79
The following vouchers/checks were approved for payment:

OTHER BUSINESS
Ordinance 3072: Amending Ordinance No. 3032 Adopted on December 3,2018,Entitled "An Ordinance
Adopting the Budget for All Municipal Purposes and Uses for the 2019/2020 Biennium"
Finance Director Steve Hoglund presented the ordinance for action, explaining the revisions that had been made
per Council's direction after initial presentation of the ordinance at the regular City Council meeting on June 15,
2020. Mayor Gere clarified that the budget amendment had been prepared in response to actual and projected
revenue shortfalls arising from the COVID-19 pandemic.
Mr. Miller moved, seconded by Ms. Moulton,to approve Ordinance 3072. Vote: Ayes—Young, Walters,
Cleland-McGrath, Moulton, McDougall,Miller and Carter. Motion carried.
Fiber Update
Administrative Services Director Emily Schuh provided the regular monthly update on Access Anacortes Fiber
Internet. Ms. Schuh's slides were added to the packet materials for the meeting. She announced that Access
Anacortes Fiber staff had celebrated activating the 200th paying customer the prior week. Ms. Schuh reported
on customer order counts and take rate by zone,reiterated the COVID-19 Jobsite Guidelines in effect to allow
installations to continue while observing social distancing, outlined the planned expansion to aerial installation
areas over the summer, summarized non-GPON customer transactions under way and pending, and discussed
budget preparation for the upcoming biennium.
There being no further business, at approximately 6:40 p.m. the Anacortes City Council meeting of
June 22,2020 was adjourned.
