We in no way want to be perceived as loop hole seekers. We - understand this to be areasonable request. We request permission to initially surface ow parking lot in an-appropriate . graveL This is a two year request, with the intention to pave, line and curb within - that time period. It is our belief, that our new facility will be an asset and blessing to the community, and so desire it to look as such. Although the surface would initially be gravel we are planning for attractive landscaping, giving the project an overall visual appeaL We sight as reason for consideration, the wording of our conditional use permit, which states "as per approved plans". On the original permit sight plan, gravel was stated L as the parking lot surface covering. Given the neighborhood to the west, north and east we believe this would an appropriate temporary request. Signat Date Z0 39Vd ET99E6:09E SE :IT LBEt/SZ/Z0 n CITY OF ANACORTES PLANNING COMMISSION MEETING December 13, 1989 MINUTES Members present: Goddard, Hasty, Lewis, Jackson, Pickett, Carlisle, Welk Staff present: Planning Director Munce, Mayor Rice The minutes of the November 15, 1989 meeting were approved on a motion by Carlisle seconded by Goddard with two typographical corrections. Correspondence: The Commission reviewed the tentative arrangements made with the County Planning Department regarding a joint meeting between the Anacortes Planning Commission and the Skagit County Planning Commission; this meeting has been tentatively scheduled for the morning of January 30th at the Farmhouse Inn. The Planning Director also reported that public works and planning staff have begun work on outlining what would be involved in the transportation study called for by the Planning Commission; several alternatives should be available for the Planning Commission in January. The Planning Commission reviewed a December 8, 1989 request from Tracy's, at 1920 Commercial Ave. , to vary their parking requirements from 31 spaces to 18 spaces. After discussion, this re- quest was approved on a motion by Jackson seconded by Hasty. The Chair then opened a public hearing on a proposed conditional use to locate a new church at 37th St. and "A" Ave. The Planning Director summarized the proposal and the applicant, Pastor Ferguson, provided some details on the pro- posed project. L No public comments were received and the public hearing was closed. The Planning Commission unanimously recommended that the City Council approve this conditional use The action was taken on a motion by Carlisle seconded by Jackson. The Planning Commission reviewed Shoreline Permit No. 176 for a private moorage at 2306 Dover Drive. The Planning Director submitted his staff recommendation on this application, recommending approval subject to four conditions. He clarified that the project would involve 40 cubic yards of dredging as shown on the map attached to the application. After discussion, Mrs. Jackson moved that the Planning Commission issue this permit subject to the four recommended conditions. The motion was seconded by Mr. Carlisle and passed unanimously. The Commission then reviewed Shoreline Permit No. 177 for 60 cubic yards of dredging at 2302 Dover Drive. This project is to enhance the usability of an existing dock in Flounder Bay. Staff director presented his staff memorandum on this subject recommending approval subject to five conditions. After dis- cussion, Mr. Goddard moved that this permit be issued subject to the five recom- mended conditions. The motion was seconded by Mr. Hasty and passed unanimously. The Planning Commission then considered Shoreline Permit Application No. 178 for eleven (11) additional condominiums at 2313-33 Skyline Way. The Planning Director pointed out that the Commission had previously approved this project but that the permit had expired after only five of the sixteen approved units were constructed. He reported that no changes had been made in the application and recommended issuance of the permit subject to two conditions. After dis- cussion, Mr. Carlisle moved that Shoreline Permit No. 178 be issued subject to these two conditions. The motion was seconded by Ms. Lewis & passed with Mrs. Jackson voting no. - The meeting adjourned at approximately 8:30 p.m. 0 Public Hearing - Conditional Use - Church - 37th & A Avenue Mayor Rice opened the Public Hearing to take comments on a Conditional Use application to construct a church at 37th street and A Avenue. The property is zoned Residential r Low Density. Mayor Rice reviewed the Planning Commission's recommendation for approval. Mr. Todd Ferguson, 4609 San Juan Avenue, spoke in favor of the project. Mr. Munce reported that there were no comments from the abutting property owners. There were no further comments and the Mayor declared the Public Hearing closed. The proceedings are on tape and filed at City Hall. Mrs. Smith moved, seconded by Mr. Jackson, that the Conditional Use application be approved.
