Dear Mr. Mendum,
The following comments are a result of cursory review of the proposal to construct a new
garage and attached one bedroom dwelling unit at 513 34th St. and retain the existing SFR and
detached garage.A Development Review Group meeting was held on November16, 2010.
General Information (see Ch. 17.34 AMC):
1. Current zoning R3
2. Minimum lot size 7,500 SF (duplex)
3. Minimum setbacks
Front - 20'
Rear - 20'
Interior Side- Minimum of 5' on one side and no less than 15' of both
sides combined
4. Max. density - 9 units per gross acre
5. Max. land coverage 50%
6. Max. building height 35'
Compliance with the bulk and dimensional standards should be described in the formal
application submittal.
Comments:
1. See attached comments from Public Works regarding required street improvements and
other requirements.
2. It appears that the proposed new building location/size may need to be adjusted to
comply with the required interior setbacks identified above.
3. A minimum of two off-street parking spaces per unit are required to be provided.
4. Per 17.34.050 AMC, units in a multifamily development of two or more units may be
attached or detached, provided that the underlying property shall not be subdivided
and sold separately unless the subdivided lots meet the setback, lot coverage, parking
and other requirements for the buildings thereon.
5. Proposed buildings shall meet all current building and fire codes in effect at the time of
application submittal.
6. Impact fees (parks &traffic)will be required to be paid prior to building permit issuance.
These comments are preliminary in nature and are based on the zoning provisions outlined in
the Anacortes Municipal Code (AMC), as of the date of this letter. The applicant does not vest
to existing codes as a result of the pre-application process and will be subject to the current
AMC provisions in effect at the time at complete formal application.

SUBJECT: Required Improvements for 513 34th Street
Dear Bill,
This letter is to inform you of the required frontage improvements for your project located
at 513 34th Street. The requirements are based on the submitted site plan for the
scheduled DRC Meeting on November 16, 2010.
Site Plan:
1. Complete the Residential and Duplex Site Plan Checklist. A copy of the checklist
is attached for your convenience. Submit the completed checklist and site map
with the next submittal.
Street Improvements: (Frontage)
1. Frontage improvements shall be designed by a Professional Engineer, licensed
in the State of Washington.
2. Per the Anacortes Municipal Code, Chapter 16.32, Local Commercial Access
requires 40-foot wide asphalt paving, two (2) driving lanes,curb and gutter with
parking on both sides of the street.
3. Per the 2009 EDS Standards, Chapter 3, Section STR-04 Intersections,an 8:1
asphalt transition approach is required from where the curb and gutter end to the
existing asphalt.
4. Per the 2009 EDS Standard, Chanter, 3, Section STR-04 Intersections,a 20:1
asphalt transition exit is required from where the curb and gutter end to the
existing asphalt.
5. The required sidewalk width for the R3 zone is 5-feet and shall match the
previously completed improvements east of this project on the south side of 34th
Street.
6. Per the 2009 EDS Standards, Chapter 3, Section STR-28 Property Access,the
maximum width of a driveway at the street is 20-feet.

Storm Drainage:
1. Complete and submit a Small Parcel Storm Water Plan, per the City of Anacortes
Municipal Drainage Code. A copy of this report is enclosed for your convenience.
(See Single Family and Duplex attachment—Appendix B)_
2. A pipe sizing computation will need to be performed to determine the appropriate
size of pipe to be used.
3. Per Chapter 4, Storm Drainage Standard, Section SD-01 Planning and Design
Criteria, Item S1-01.1 —Serve to Extreme of Property, a complete conveyance
system design from CB/MH to CB/MH, or from the end of the block to end of the
block shall be provided to the City of Anacortes Engineering Department. .
4. Per Chapter 4,Storm Drainage Standard, Section SD-01 Planning and Design
Criteria, Item S1-01.1 —Serve to Extreme of Property,to ensure adjacent
properties can be provided storm sewer service, the storm design shall be
designed for the ultimate development of the tributary area.
Sanitary Sewer:
1. Side Sewers—the minimum pipe size is 6-inches (See Chapter 5, Sanitary
Sewer of the 2009 EDS Standards, Section S1-10, Item C).
2. The Sanitary Sewer conveyance sytem is 8-inch concrete, per the City of
Anacortes Engineering Utility Maps.The manhole at U Avenue shows an invert
depth of 10.8'and the Clean-out is identified as not being located.
On November 15, 2010, a Service Request(Attached) was sent to the
Operations Department for reviewing the conveyance line as well as a request
• for smoke testing to verify possible storm drainage infiltration issues.
Water:
1. There is public water available to this parcel that exists for the existing building at
513 34`h Street.
2. The service line (Type and Size) between the water main and the meter is
unknown. The City of Anacortes contact person for this item is.Terry Nemeth
(Water Foreman). He can be reached at 360.293.1921. If this service line is not
1-inch copper, then it will need to be replaced.
3, This project lies within the required 250-foot radius of Fire Hydrant#231, located
at 34th Street and U Avenue.
Franchised Utilities:
1. A contact list for each Utility Company has been provided for your convenience.
Although these contacts are directly related to Public Works issues and not so
much for building related issues.
2. Each Franchised Utility may need to be contacted for Concurrency. The Planning
and Building Department are the direct contacts regarding this.
3. No overhead connections shall be made to the new improvements. All new
connections shall be made via underground.

4. Each Franchised Utility will be required to apply and pay for a Utility Franchised
Right-of-Way permit for all work in the Public Right-of-Way.
Other;
1. Traffic Control Plan:
• Shall meet the requirements of the MUTCD manual
• Is required to be submitted and approved by the City of Anacortes City
Engineer for all work that is done Inside/Outside the Traveled Way.
2. Fees:
• Right-of-Way Permit(Attached)for all work that is performed Inside/Outside
the Traveled Way is required-$50.00.
• Sewer Inspection Fee (Covered under the Building Permit) -$50.00.
• Engineering Plan Review Fee at 0.5%of the estimated construction value.
Payable at the time of project submittal. A form is attached for your
convenience.
• Engineering Construction and Inspection Fee at 1.5% of the estimated
construction value. Payable at the time of plan approval. A form is attached
for your convenience.
3. The City of Anacortes Public Works Engineering Standards can be found on the
City of Anacortes Website at www.cityofanacortes.orc}.
4. A customized"Required Submittal Checklist" is attached for your convenience to
help guide you through the Public Works Engineering process of your project.
5. Per the Anacortes Municipal Code 15.20.040—Public Street Developments, the
frontage improvements need to be constructed prior to the issuance of a Building
Permit.An acceptable alternative is a Performance Bond (1-year) in the amount
of construction x 150%could be submitted (Prior to the issuance of a Building
Permit) so a Building Permit could be issuance.
