Mayor Laurie Gere called to order the Anacortes City Council meeting of May 11,2020 at 6:00 p.m.
Councilmembers Jeremy Carter,Anthony Young, Christine Cleland-McGrath, Carolyn Moulton,Bruce
McDougall and Matt Miller all participated in the meeting in absentia via video conference. Councilmember
Ryan Walters was absent.
Announcements and Committee Reports
COVID-19 Update: Mayor Gere recognized that community members were running short of patience and
looking for normalcy. She urged everyone to stay strong and not act rashly. She invited the public to tune in to
her COVID-19 Community Briefing on Wednesday afternoon. The mayor shared current case statistics in
Skagit County.
Fiber Committee: Mr. McDougall reported from the committee meeting prior week. He reported on the
customer assisted installation process during the COVID-19 social distancing restrictions,then shared current
customer connection and sign up statistics. He also addressed planning for the next aerial expansion zone and
the proposal to institute a snowbird rate for Access Fiber service.
Housing Affordability&Community Services Committee/Planning Committee: Ms. Moulton reported from the
back to back committee meetings earlier in the evening. She reported on the city's temporary suspension of
water shutoffs for non-payment during the COVID-19 crisis,potential additional federal funding from the
CARES Act,the idea of adding tents to allow outside dining at local restaurants,planning for a cold weather
shelter program for the winter ahead,the increase in single family residence building permits over the prior year,
video updates on the Shoreline Master Program and Critical Areas Regulations available on the city's website,
applications for the city's Small Business Stabilization grants, and a potential meeting with the Port regarding
the Port's NW Basin project. Councilmembers and the mayor discussed the roles of the Planning Committee and
the Port/City Liaison Committee in the context of the NW Basin project.
Public Comment
Per Section 3 of Resolution 2082 Ratifying Proclamation of Emergency and Providing Temporary Procedures
to Respond to the COVID-19 Epidemic, adopted by the Anacortes City Council on March 16, 2020, the public
comment portion of Council meetings and any scheduled public hearings were temporarily suspended to
discourage public in person attendance of City Council meetings. The public was encouraged to comment via
email or written comment addressed to: City Clerk, P.O. Box 547,Anacortes, WA 98221. Public comments
received prior to the meeting become part of the record for the meeting,just as if presented in person.
Consent Agenda
Mr. Miller moved, seconded by Mr. McDougall,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.
a. Minutes of May 4, 2020
b. Approval of Claims in the amount of: $373,830.39
c. Contract Award: WTP Power Generation-TSP/HMI Modernization Upgrade#20-129-WTR-001
The following vouchers/checks were approved for payment:

OTHER BUSINESS
Contract Award: Hyper-Converged Server Cluster: Dell Servers R740XD#20-130-ITS-001
Administrative Services Director Emily Schuh introduced Information Services Technician Gerardo Arceo to
provide an overview of the hyper-converged server cluster project. Mr.Arceo briefed Council on the
architecture and benefits of the project,referring to his slide presentation in the packet materials for the meeting.
He responded to councilmember questions about the lifespan of the servers and the overall cost of the project.
Mr. McDougall expressed support for the project.
Resolution 2088: Waiving the State Competitive Bidding Requirements for Purchase of Hyper-Converged
Server Cluster Parts from XByte Technologies
Resolution 2089: Waiving the State Competitive Bidding Requirements for Purchase of Hyper-Converged
Server Cluster Parts from Alltech Resources LLC
Ms. Schuh explained the pricing research undertaken to procure components for the proposed server cluster and
staff's proposal to purchase some components directly rather than going out to bid in order to achieve significant
cost savings. Information Technology staff assured that warranty coverage was equal or better from the
proposed vendors.
Mr. Miller moved, seconded by Mr. Carter,to approve Resolution 2088 waiving the state competitive bidding
requirements for the purchase of forty Dell hard drives for the City's hyper convergence
cluster from XByte Technologies. Vote: Ayes—Young, Cleland-McGrath,Moulton,McDougall,Miller and
Carter. Motion carried.
Mr. McDougall moved, seconded by Mr. Young,to approve Resolution 2089 waiving the state competitive
bidding requirements for the purchase of 10 converged network adapters with 20 SFP adapters for the City's
hyper convergence cluster from Alltech Resources LLC.Vote: Ayes—Cleland-McGrath,Moulton,McDougall,
Miller, Carter and Young. Motion carried.
Mr. Miller moved, seconded by Mr. Carter,to authorize the Mayor to sign a Purchase Order 20-130-ITS-001
with DavenPort Group in the amount of$89,840.55 for the purchase of 3 PowerEdge R740XD Servers. Vote:
Ayes—Moulton,McDougall,Miller, Carter,Young and Cleland-McGrath. Motion carried.
There being no further business, at approximately 7:15 p.m. the Anacortes City Council meeting of
May 11, 2020 was adjourned.
