O� ` \ SLIbtiot Issued by Appplicca or Owner's Signature CONDITIONS OF APPROVAL: 24 Hour Notice Required For All Inspections CD CITY OF ANACORTES PLANNING COMMISSION MEETING - February 22, 1989 MINUTES Members present: Goddard, Lewis, Jackson, Pickett, Carlisle and Welk Staff present: Secretary Munce The minutes of the January 11, 1989 meeting were approved on a motion by Carlisle seconded by Welk. Correspondence: The Planning Director reviewed with the Commission a February 1, 1989 letter from Ocean Pacific Seafoods regarding Curtis Wharf. The Planning Director reported to the Commission that the City Building Official and Fire Chief wanted to have Curtis Wharf torn down as it was in a dangerous state of disrepair. Mr. Munce had contacted Ocean Pacific Seafoods a year ago. They had indicated that they had some plans to build new facilities on the site and he had requested that they submit a development plan showing which parts of the dock they wished to maintain and repair and which parts they wished to reconstruct for their new fish processing facility. However, in the past year, they have made no progress on preparing this development plan and the dangerous condition still exists at Curtis Wharf. Curtis Wharf is designated in the City of Anacortes Shore- line Master Program as an historic structure and the City would like to see its historic features preserved. However, the Planning Director announced that in the absence of any redevelopment from Ocean Pacific Seafoods, City staff would go for- ward with the necessary orders to have the dangerous structures removed. Also under correspondence, the Commission reviewed a February 14, 1989 request from GTE to renew for one year the variance from the Underground Wiring Ordinance for a fiber optic cable around portions of "Q" and Commercial Avenues; this variance was originally granted on February 10, 1988. The Commission approved a one-year extension. This action was taken on a motion by Carlisle seconded by Goddard. The Chair then opened a public hearing on a proposed expansion of the bed and break- fast operation at 5708 Ringsway. The request was to increase the number of bed and breakfast rooms from one to four. The proceedings of the public hearing are on tape and filed at City Hall. After the hearing was closed, the Planning Commission dis- cussed the application. On a motion by Carlisle seconded by Jackson the Commission voted to recommend approval of this conditional use request as presented. The Chair then opened a public hearing on a proposed increase in the number of bed and breakfast units at an existing operation at 1318-30th St. This request vas to increase the number of bed and breakfast units approved from two to four. The pro- ceedings of the public hearing are on tape and filed at City Hall. At the conclusion of the public hearing and discussion among the Commission members, Mr. Goddard moved that the Planning Commission recommend approval of this conditional use permit to the City Council as presented. The motion was seconded by Mr. Carlisle and passed unani- mously. The Chair then opened a public hearing on a proposed new bed and breakfast at 917-36th St. This application is to operate a two-room bed and breakfast. After the conclusion of the public hearing and discussion among the Commission members, Ms. Lewis moved that the Planning Commission recommend approval to the City Council. The motion was seconded by Mr. Welk and passed unanimously. The Chair then opened a public hearing on a proposed rezone from Commercial to Central Business District of the jroperty generally described as 1004 Commercial. This prop- erty is currently owned and operated by Seaside Chevrolet. The Planning Director ex- plained that Seaside Chevrolet wished to increase the lot coverage beyond the 50% per- mitted in the Commercial Zone. The property abuts the Central Business District and the Central Business District allows 100% lot coverage. In order to facilitate their expansion plans, Seaside Chevrolet was requesting designation as Central Business District. The proceedings of this public hearing are on tape and filed at City Hall. At the conclusion of the public hearing, Mrs. Jackson moved that the Planning Com- mission recommend this rezone to the City Council. The motion was seconded by Mr. Goddard and passed unanimously. The Commission then turned to consideration the final development plan for"Creekside 4_ Village. The Planning Director reported that the issue before the Commission this evening was the conformance of the final development plan with the preliminary develop- ment approved by the Planning Commission last year. He presented a final development map together with utility drawings and landscaping plan. These plans were accompanied by covenants for Creekside Village. The Planning Director reported that the P.U.D. Coordinating Committee, consisting of the Fire Chief, Police Chief, Public Works Director and the Planning Director, had met, reviewed the plans, and recommended approval of the final development plan by the Planning Commission. Additionally, the Public Works De- partment had recommended approval of the final development plan; this action was taken after a review of the utility and road development plans submitted by Creekside Village. The Planning Director recommended approval of the utility layout for the entire project. He noted that road improvements for Phases III and IV and the road improvements associ- ated with the "H" Ave. access will be deferred until such time as Phases III and IV are constructed; these road improvements will not be constructed if Phases III and IV are not constructed. His recommendation for approval was subject to the following two con- ditions: 1) the applicant provide temporary cul-de-sacs during the development of Phases I and II; these cul-de-sacs are to be approved by the Public Works Department. 2) The developer will adhere to the broad framework of the landscaping plan; changes in more than 10% in the area set aside for each of the six categories will require Planning Commission approval. Mr. Goddard moved approval of the final P.U.D. subject to these stipulations and conditions. Mr. Carlisle seconded the motion and it passed unanimously. The Chair then opened a public hearing on an application by Trident Seafoods to reacti- vate the former Whitney-Fidalgo Cannery. The proceedings of the public hearing are on tape and filed at City Hall. The Planning Director presented his February 22, 1989 staff report together with a February 21, 1989 response to comments submitted by Trident Seafoods. During the course of the public hearing, eighteen letters of support were o Planning Commission Meeting Minutes (continued) Page three _ Feb. 22, 1989 submitted; these letters are filed with the shoreline application. After the public hearing was closed, Mrs. Jackson moved that the shoreline permit be issued subject to the following three conditions: 1)prior to 3/1/92, the applicant shall locate a permanent parking lot for 150 cars on the project site; this parking lot shall be constructed to all City standards including landscaping. 2) The scope of the project not exceed that described in Attachment A to Exhibit 1. 3) Any violation of this permit and its conditions shall constitute a violation of the State Shoreline Manage— _ ment Act and its regulations and be subject to its penalties. The motion was seconded by Mrs. Jackson and passed unanimously.
