Planning Commission
Regular Meeting
April 27, 1977
Meeting called to order at 7:30 p.m. by Chairman Bill Ellin. Members present were:
Bill Ellin, Jack Wittman, Helen Vincent and Rick Sparks. Ned Andrich and Bill Coleman
were excused. Terry Tidrington was absent.
Ken Kinzel was present representing City staff and Andy Sloss represented the City
Council .
There were no omissions or corrections to the minutes of the previous meeting and
Chairman Ellin declared them to be approved as if read.
There was no other correspondence except copies of the previous council meeting minutes
and there was no old business to be taken care of.
The Commission then considered a request for site plan review of the proposal of Keyco,Inc.
of Everett, Washington to construct a seven-unit apartment building to be located on
the corner of 24th Street and "R" Avenue. More specifically, to be located on lots
15 through 20 of Block 16, Nelson's Addition to the City of Anacortes. Mr. Ralph
Klein, representing Keyco, was present and described the layout as shown on a view-
foil by Mr. Kinzel . The structure is proposed to be two-story, town-house type
apartments all side-by-side facing 24th street with parking for 14 cars behind the
building. The perimeter of the building and the 4' concrete sidewalk around the
building and along the parking area will be surrounded by a narrow area of gravel
and then the rest of the yard will be covered with black visqueen and topped with
bark. Mr. Klein advised the engineering department of the City had approved the
plans with the condition that the parking area be moved toward the building 10 feet
which would give a distance of 30 feet to the alley behind the building (including
the parking area) . Mr. Klein advised his company agreed to this stipulation with no
problem involved. The plans also included a screened area for garbage containers.
Vehicles will back from parking area into the alley which is already in. Parking
area will be black-topped with the extra 10 feet behind it in gravel . Mr. Klein
then showed the Commission the floor plans of the building. It was noted the
second floor had a 4-foot overhang over the 1st floor. After some additional dis-
cussion, motion by Mr. Sparks, seconded by Mr. Wittman, that the sit plan, as amended 1
by the City Engineering Department to add 10 feet to the parking area, be approved.
Vote: All in favor. Motion carried. Mr. Sloss asked, as a matter of information,
why the whole parking area, including the extra 10 feet, would not be blacktopped
and Mr. Klein said "money" - it would add to the cost of the project.
Chairman Ellin reminded the Commission that the Council would be holding public hear-
ing on the proposed Comprehensive Plan on May 2nd and a public hearing on the proposed
vacation of 11th & 12th Streets on May 16, 1977.
After some additional informal discussion, meeting adjourned at 8:00 p.m.
