The proposed revisions require an Encroachment Agreement, per the City of Anacortes Encroachment Ordinance, to be in the Public Right-of-Way. The fill area above the Cul- de-Sac fill slope and key, including the retaining wall and asphalt parking lot shall be considered-an encroachment. An Encroachment Agreement can be obtained by Marc Krueger at the Maintenance and Operations Facilities, located at 37th and D Avenue. Marc can be reached by calling 360.293.1921 if you have any questions regarding the encroachment agreement process. A review copy of the submitted sheet will be available for pick up at the front counter in the Engineering/Building Departments. If you have any questions, please contact me at 360.661.3468. Below are the follow comments: 1. An Encroachment agreement is required. The encroachment shall include: A) The parking lot B) Fill placement above the 2:1 slope from the Cul-de-Sac to the Key at the toe of slope C) Concrete Retaining Wall. 2. The Storm Drainage system along the east boundary line, as well as the drainage from the parking lot will need to be redesigned from the original approval. 3. The Retaining Wall, under this design is uphill from the proposed Storm Drainage system along the east boundary line. There needs to be a 20-foot minimum clearance between the Storm System and the retaining wall for future maintenance needs. Please give the applicant a copy of this letter and the enclosed documents.
