RE- Safety inspection 1508 17th St.
Dear Cliff,
At the tenant's request, I did a safety inspection at 1508 17th St. today. This is the west
unit of a duplex you own and rent to Courtney Kron. I was accompanied by the Fire
Marshall, Jack Kennedy.
We noted several issues with the home that need attention. Two issues are very serious
and need immediate attention:
1. The electric baseboard wall heater in the living room is unsafe to use and should
be fixed before the heat is turned on again. The wall above the heater was too hot
to keep your hand on while the heater was on. This is a serious fire hazard. Since,
I believe, there is no way to heat the home with this off, it has to be disconnected
at the very least before the heat can be turned on. We told the tenant to keep it off
until fixed.
2. There are no smoke detectors in the home. These are required by law in rental
units, one for each level and one in the bedroom (4 total).
Other items needing attention although not as critical:
3. The washing machine drain does not work and needs repair.
4. The water heater tank needs the temperature &pressure relief valve connected to
a pipe extending to within 6 inches of the floor, and seismic restraint straps
installed on the tank.
5. The crawl space vapor barrier plastic needs to be arranged to cover all soil
6. Screens are missing from the crawl space vents allowing pests to enter the crawl
space. There are or have been rats in there, I saw lots of rat feces.
7. The floor behind the toilet is decayed from a previous leak and needs repair.
8. The separation wall between living units in the basement has a large hole in it.
Drywall is required on each side of the wall to provide some resistance to a
possible fire spreading from one unit to the other.
9. Due to the heater problem, previous problems mentioned by the tenant, , and
some other electrical work that looked questionable, the Fire Marshall and I
recommend that the home be checked out by a qualified person such as a licensed
electrician.
