REGULAR MEETING
Meeting called to order by Vice-Chairman John Curtis at 7:15PM.
Members present: John Curtis, Ken Wilson, George Mehler

Minutes of the February 10, 1998 meeting were approved.
Littlefield Variance (2220 16th Street) 4 !I
Mr. Littlefield reviewed this request for a front-yard setback variance from 20 feet to 8 feet to build a
10' 9%"X 51' carport addition onto an existing garage. The building area of the accessory garage
complex will be increased from 1,880 sq.ft. to 2,430 sq.ft.
Mr. Littlefield explained that the present garage already has a carport, similar to the one he proposes,
on the opposite side of the building. The new carport will balance the appearance of the building as
well as provide storage for a truck and trailer. The present carport was added in 1994 under an earlier
Ordinance provision which allowed accessory building area to exceed 1,000 sq.ft. when building
sections were separated by an acceptable firewall: this provision has since been rescinded. The
garage, along with a couple outbuildings, is situated on a 150'X 100' lot with more than adequate
setbacks to the rear and one side. The lot is also screened with evergreens; a row of young
evergreens borders 16th Street and will eventually provide screening for the proposed carport. The
garage has a street address since it has utility services.
There were no comments/objections from City Staff; adjacent property owners indicated no objection
when contacted by Mr. Littlefield.
A motion to grant the front-yard variance and accessory building area enlargement was made
(Wilson/Mehler) and passed with all ayes. The Board reasoned that the garage location on a large lot
with acceptable screening would have minimal impact on the neighborhood.
Sherman Variance (3007 Rye Court)
Mr. Sherman reviewed this request for a front-yard setback variance from 20 feet to zero feet along
the Rye Court cul-de-sac to construct a two-car garage which will attach to the front of this residence.
Mr. Sherman explained that his residence is located on a pie-shaped lot which rises very steeply from
the road. The car parking area is within a concrete bulkhead at road level and about eight feet below
the level of the house; steps gain access to the house from road level. Mr. Sherman attested that the
concrete bulkhead is very unattractive (he presented pictures to show this) and the exposed location
just off Rye Court made it obvious the house was empty when no cars were present. The very steep
lot with minimal side-yard area, because of the pie-shape, precludes alternative garage locations.
The proposed garage will have wood siding to match the house; the low-pitched roof will extend about
three feet above porch level on the first floor of the house. New access steps will also be installed.
There were no comments/objections from City Staff. In written correspondence, Mr. Legan, adjacent
property owner supported the variance request as did other neighbors in a signed statement.
A motion to grant the front-yard variance was made (Wilson/Mehler) and passed with all ayes. The
Board noted that the topography of the site created a hardship for the applicant to have a garage as
enjoyed by all other properties in the neighborhood. Also the Board concurred with Mr. Sherman's
assessment of need for safety and aesthetic reasons..

Mr. La Rue reviewed this Petition for Street Vacation: the east 10 feet of C Avenue adjacent to Lot 10
Block 206 Anacortes Original Addition (between 14th and 15th Streets).
Mr. La Rue explained that, in January, 1998, he had applied for and received a side-yard setback
variance to two feet along C Avenue to construct an addition to his home (the Board had reasoned
that the reduced setback would have no impact on the neighborhood nor on the future development
of this section of platted 80-foot C Avenue). During the Variance Hearing, the possible vacation of
C Avenue as an alternative to a variance was discussed but Mr. La Rue, at the time, was unprepared
and hesitant to pursue a vacation.
Mr. La Rue has now had time to reconsider the vacation of C Avenue as an option, and has
submitted this request to vacate the east 10 feet of C Avenue adjacent to his property. He expressed
concern that only a 2-foot buffer between his house and C Avenue may at some time be a problem.
Mr. Frank commented that the standard residential street width is 50 feet so the requested 10-foot
vacation will not impact developing C Avenue in the future.
There were no comments/objections from City Staff.

Board recommendation to Council moved (Mehler/Wilson) and passed with all ayes: City approve the
requested C Avenue vacation. The Board reasoned that the vacation will have no impact on future
C Avenue development and will be beneficial to both the Mr. La Rue and the City.
Pittis Variance (4020 L Avenue)
Mr. Pittis reviewed this request for reduction in minimum building lot size from 7,500 sq.ft. to
approximately 6,827 sq. ft. in the R-2 Zone.
• Mr. Pittis explained that he presently owns five 35' X 86' (3,010 sq.ft.) lots with two houses. He plans
to sell both properties but,the problem is that the dividing line between the two properties - a fence
and long-standing flower bed area-divides the properties unequally. The requested variance
designates the fence as the dividing property line. Mr. Pittis measured the fence as 67' 6"from the
south property line of Lot 11 (Block 3 Brownrigs Second Addition) or less than the required 70-foot
width at the building line. The house on the smaller proposed lot (Lots 10 & 11) is setback over
30 feet from the fence, allowing sufficient room for a possible addition to the house.
City Staff comments: Mr. Davis questioned a valid hardship in moving a fence; Mr. Lervik addressed
a need to modify legal descriptions of the properties. There were no comments from adjacent property
owners.
A motion was made (Mehler/Wilson) and passed to grant variances in property width at the building
line from 70 feet to 67' 6" and in lot size from 7,500 sq.ft. to an area corresponding to the 67' 6' lot
width at the building line. The Board felt the housing configuration, as it now exists, has no impact on
the surrounding neighborhood.
Business
Mr. Frank requested the Board members consider the possibility of scheduling Regular Meetings
other than the first Thursday to avoid member conflicts with other activities. This will be discussed at
the next Board meeting.
