The project described will involve placing less than 100 cubic yards of clean sand material above the mean high high water mark. The area that will benefit from the sand is located approximately at the head of the South Harbor Park small boat ramp, in the rip rap which is already in place. We have reviewed the requirements in Section 13 of the city of Anacortes' Shoreline Master Program, together with WAC 173-27-100, and determined that the proposed changes are within the scope and intent of the original permit. This letter is to formally make the final ruling on consistency and to file the required notice with your department. Pursuant to WAC 173-27-100, the revised permit is effective immediately. However, "appeals \, shall be in accordance with RCW 90-58.180 and shall be filed within twenty-one days from the date of receipt of the local government's action by the Department." Further, "construction undertaken pursuant to that portion of a revised permit not authorized under the original permit is at the applicant's own risk until the expiration of the appeals deadline." Both of these items will increase public physical and visual access to shorelines and increase the uses and activities which attract the public to the waterfront. I chose not to add them to the shoreline amendment process in order to hopefully avoid generating some questions from the State Department of Ecology. The Building Department notes that"any structure, access to structure, and parking for same shall meet the requirements of Ordinance#2363 and WAC Chapters 51-30, 51-26, and 51-32." The Public Works Department adds"proper erosion and sediment control to be provided during construction"and"a concern that sufficient parking be provided for those who will be renting kayaks". The foundation shall be shaped and compacted to a firm even surface conforming to the section shown in the Plans. All soft and yielding material shall be removed and replaced with acceptable material. 207 lspec.cs • SPECIFICATION (Continued) 8-14.3(2) Forms Forms shall be of wood or metal and shall extend for the full depth of the concrete, All forms shall be straight, free from warp, and of sufficient strength to resist the pressure of the concrete without springing. Bracing and staking of forms shall be such that the forms remain in both horizontal and vertical alignment until their removal. After the forms have been set to line and grade, the foundation shall be brought to the grade required and thoroughly wetted approximately 12 hours before placing the concrete. 8-14.3(3) Placing and Finishing Concrete The concrete shall be placed in the forms and struck off with a heavy iron-shod straightedge. As soon as the surface can be troweled, is shall be troweled smooth with a steel trowel. After troweling and before jointing or edging, the surface of the walk shall be lightly brushed in a transverse direction with a soft brush. 8-14.3(4) Curing Concrete sidewalks shall be cured at least 72 hours. Curing shall be by means of moist burlap or quilted blankets or other approved methods. The successful Bidder shall determine if the minimum grade of 2% can be obtained with existing grades. If 2%, or less, is unattainable the Successful Bidder shall bring in appropriate fill material to reach the 2% minimum requirement. Payment for the fill material will be on a cubic yard based on truck measurement and shall include all the cost necessary to obtain the grade. Sidewalks shall have full depth expansion joints installed at 15 foot intervals with one- inch deep scored stress joints installed at five-feet on centers. The circular area adjacent to the beach shall be placed as level as possible. ADA Picnic Pad ADA Picnic Pad shall be installed as indicated on the drawings and shall be a minimum of six inches thick supported by a minimum of 6 inches of gravel Ballast compacted to 95%maximum density.
