Yost Variance (2101 10"' Street) Mr. Yost reviewed this request to reduce the rear-yard setback from 20 feet to 16 feet to construct a 1%-story extension of his residence to an existing garage. Mr. Yost explained that the addition will provide a living/family room lacking in the present house. The addition will follow the same outline of the house to the garage with the portion not attached to the garage encroaching four feet into the rear-yard setback from an alley; this section of the rear yard is the driveway entrance to the garage which parallels the alley. The property slopes toward the front yard so the roofline of the addition will be below that of the garage. The addition siding, trim, and roof material will match that of the existing house. Three mature Douglas fir trees in the rear yard will be removed. Mr. Yost noted that the low profile of the proposed addition and removal of the trees will improve water site-line views of two nearby properties and will not disrupt that of other properties in the area. There were no comments/objections from City Staff or adjacent property owners. Mr. Yost has discussed the proposed project with many property owners in the neighborhood with favorable support. A motion was made (Coatney/Curtis) and passed with all ayes to grant the variance request. The Board considered the proposed project benefited the applicant with a positive impact on the neighborhood. Maryott Variance (1015 26"' Street) Mr. Baldwin, representing the applicant, reviewed this request to increase land coverage for a building in the Commercial District from the maximum 50% to 64% by the addition of a 16'X 46' pre-engineered metal building to an existing machine shop. Mr. Baldwin explained that the addition will provide necessary room for new equipment recently purchased by the business enterprise (Fidalgo Machine). The addition will extend the existing building to abut the alley. Mr. Measamer confirmed that there is no alley setback requirement in the Ordinance. There were no comments/objections from City Staff. Mr. Knutsen and Mr. Longworth, nearby property owners adjacent to the alley supported the variance request. A motion was made (CurtislCoatney) and passed with all ayes to grant the variance request. The Board considered the proposed project benefited the applicant in business with a minimal impact on the Commercial District. Meeting adjourned at 8:10PM. Top of addition to be below ridge of existing garage. Shed roof dormer windows to facilitate lighting. Trimmed and painted to match existing home. Three (3) Douglas fir trees to be removed, including root balls. Grading to consist of 50- 150 CY onsite excavation to fill for addition and removed root balls. Final grading to prevent surface water flow towards existing house and to adjacent property owner's driveway entrance on alley to west(2105 10`h St.). Compacted sand placed on subgrade and prepared for slab on grade foundation. Construction to be wood frame with clap board siding. Roof shingles to match existing. Justification for Variance (pursuant to Part 17.10.040B of Zoning Ordinance) A. Special conditions and circumstances that exist which are peculiar to the land, structure, or building involved and which are not applicable to other lands, structures, or buildings in the same district: A.1 House and detached garage are at different elevations (front to rear of lot). Garage grade is higher by approximately 8-30 inches along rear(south) edge of lot than grade of house at foundation. If 20 ft. set-back were to be maintained, unnecessary excavation would be required, along with structural shoring, bracing and concrete footing/foundation work for garage foundational support to keep contemplated new addition within ordinance. A.2 Rear of lot is at higher elevation than rear of adjacent parcel (2105 10`h St) and its driveway off alley to the west. If 20 ft. set-back were to be maintained, existing grade would be maintained along west property line. A.3 House has no rooms capable of seating our entire family(6 members when home)at one time (except dining room) even though house has 4-5 bedrooms. Current and potential future owners do and will encounter unsatisfactory living space for the size of family it should be able to adequately accommodate in this family oriented neighborhood. B. Literal interpretation of the provision of this ordinance would deprive the applicant of the rights commonly enjoyed by other properties in the same district under the terms of the of this ordinance. B.1 House is characterized by an 8 feet wide open porch that wraps around first floor of main structure and with a roof line that extends to the limit of the front and side yard set-back requirements. Enclosure of porch to create a family room was considered but yielded a space that would not correct the problem associated with the need for a larger common family room for size of family that house was intended. B.2 House's inside side yard setback is at 10 feet, allowing only 5 feet of possible expansion to the west. Height of Applicants' existing house and adjacent house to west on next parcel are both tall. Expansion of structure to the west could create appearance and feeling of high density residential zoning, and that a 5 feet expansion to existing structure, and existing structures floor plan, would not allow for adequate family room. B.3 All other properties on this block (within 10111 St and 11`h St., and E Ave, and C Ave, have substantially level grades between their current main structures and detached accessory structures (if present) or the same common back/side alley, suitable for practical expansion of main structures toward the alley; or when buildings were originally designed and constructed, the plans included considerations for inclusion of appropriate grading, contouring, and retaining walls. Many homes in the district are set on multiple lots. C. Special conditions and circumstances do not result from the action of the applicant. C.1 Since purchased in 1997, Applicant has not made structural or site grade changes to conditions found at the time of property purchase, including the multi- level grade elevations/contouring of the existing rear yard area. C.2 Project will improve water views for property owners to the east, particularly on 11th St, east of E Ave. C.3 Project will correct minor, but present, water run-off issues along rear of lot to the adjacent parcel's driveway to the west and to the alley to the south. C.4 Applicant has no plans to use home for uses other than raising our family and maintaining its character and relationship within our neighborhood. D. Granting of the variance will not confer on the applicant any special privilege that is denied by this ordinance to other lands, structures, or buildings in the same district. D.1 Applicant is aware of no other past, present or planned variance applications of property owners for similar projects where primary structure expansion to the accessory structure was or is contemplated. D.2 Applicant discussions with many property owners expressed support for the project as it was felt that it will not adversely impact their property. Some felt it would improve their property. No property owner expressed any concern with the variance aspects of the project. D.3 Applicant discussions with direct or partial view of Applicants' property felt it would improve the appearance and function of the house, particularly if the project were changed as a result of not receiving a requested variance. Without variance project would be increased in height to accommodate reduced floor space and more windows added to the west to improve lighting. D.4 Low profile of proposed addition (lower than existing garage and house roof ridge), and removal of three (3)aged Douglas Firs was intentionally planned to avoid disruption (full or partial)water site-line views from all properties. Project will actually improve views for at least two properties. D.5 Project is contained to the north completely by the existing house, and %to the south by the existing garage.
