BOARD OF ADJUSTMENT
MINUTES - AUGUST 5 , 1993
REGULAR MEETING
Meeting called to order by Chair Diane Erholm at 7 : 00PM.
Members present : Diane Erholm, Leslie Carty, John Curtis , George Mehler
Staff present : Den Measamer
Minutes of July 1 , 1993 meeting were approved/passed (Erholm/Curtis) .
Buell Variance ( 1120 18th St . )
Mr . Buell reviewed his request for side-yard setback variance from 10 feet
to zero feet to construct an addition onto his house . The house is on the
corner of 18th Street and N Avenue , with the subject side-yard setback from
N Avenue .
Mr . Buell explained that an existing small (4 'X7 ' ) open porch side-entry
from N Avenue to the house is poor weather-wise and is badly in need of
repair ; the porch extends into the setback about four feet from the
property line . The house itself apparently has an 8-foot side-yard setback,
and has a rear-yard garage paralleling the alley and fronting N Avenue at
the property line .
Mr . Buell proposes to replace the porch with a room built to and extending
18 feet along the side-yard property line into the rear yard area in line
with the garage frontage on N Avenue ; the 180 sq .ft . addition will serve as
a new entry and will increase living area in the small house (800 sq . ft . )
Alternative configurations for the addition to meet setback requirements
are impractical because of the internal room layout in the home .
There were no comments/objections from City Staff and area property owners .
A motion to grant the requested setback variance was made (Curtis/Carty)
but failed with two ayes - Curtis , Carty; two nays - Erholm, Mehler. The
latter considered the side-entry hardship justification extended to a full-
sized room as unreasonable . Because of the tie vote without full Board
representation, a motion to reconsider the issue at the next meeting for
Mr . Buell ' s benefit was made (Mehler/Erholm) and passed with all ayes; the
Board requested comments from City Staff be available at this meeting .
Thatcher Variance (2011 10th St . )
Mr . Don Childs (Simply Yards) , representing the applicant , reviewed this
request for rear-yard setback variance from 20 feet to four feet to
construct a new 8 ' X12 ' storage shed paralleling the rear alley; the shed
roof sloping from the back 10 ' to 8 ' . A side-yard setback variance from
5 feet to zero feet for new 14-inch high decking was also requested .
Mr . Childs explained that a retaining wall topped by a fence along the side
and rear yard property lines will conceal the deck and almost screen the
shed - the high point of the shed will extend 11 feet above the fence along
the alley. He indicated that there are no alternate locations for the shed
in the limited sized rear yard.

There were no comments/objections from City Staff and adjacent neighbors .
A motion to grant the variance requests was made ' (Mehler/Erholm) and passed
with three ayes - Erholm, Curtis, Mehler; one nay - Carty . The Board
reasoned that the project benefited the applicant with no adverse impact on
the neighborhood.
Pusses Power Variance ( 12th St & G Ave. )
Puget Power submitted this request for variance from the Underground
Utilities Ordinance for work in the vicinity of 12th Street and G Avenue .
There was no Puget Power representative at the meeting to detail the
request .
A motion to continue the matter to the next Board meeting was made
(Carty/Erholm) and passed with all ayes . The Board requested that Puget
Power have representation at this meeting .
Business
Leslie Carty announced her intention to resign from the Board of Adjustment
Meeting adjourned at 7 : 30PM.
