Hello Paul, as per your email today, here is a printed copy of our permit
application. We do not have any drawings or plans to include of the facelift of
the home.
Here is the body of my original email of December 15th, 2014:
Hello Paul, you recently visited our renovation/face-lift project we are
undertaking of the great old house at this address and in response to your visit
I am sending you a (belated) permit application for our project.
I've attached our residential renovation permit application and emailed it to you
directly as we do not have fax capability in our office, if there is another way
you would prefer us to submit the application please let me know.
We recently completed and were approved for a business license with the City of
Anacortes. I don't have an account number to share with you on that yet, but Lee
Mosher in the Finance Department confirmed for me that it was approved.
We have a current State Business license, UBI #603-098-428, and a current
Contractors Bond and Registration with the Department of Labor & Industries:
INNOVHL891KR. Our most recent projects have been in Semiahmoo/Blaine and
Ferndale, this is our first project in Anacortes.
Please accept our apologies for not doing our due diligence about the City of
Anacortes requirements and applying for the license and permit earlier.
Please let Nevin or me know if you require any further information or if there
are other steps we need to take to ensure we qualify for our permit.

Dear Fritz:
We have reviewed your proposal to add a second dwelling unit on a 7,500 square foot lot
in the R3 zone where the existing dwelling is a non-conforming structure in that the
existing structure does not have the required 20 foot rear yard setback. Review of the
zoning ordinance shows that the intent of the ordinance was to permit non-conforming
structures to continue as long as they are not enlarged upon, expanded or extended, and
are not used as grounds for adding structures or uses prohibited elsewhere in the same
district. The intent of the ordinance is not to encourage their survival. I am enclosing a
copy of Chapter 17.60, non-conforming uses, for your reference.
Based on the above two options are available to add a second dwelling unit on the
reference property. One option is to move the existing structure to meet the required
setbacks and then attach the second dwelling unit to qualify as a duplex. The other option
is to apply for a variance to the rear yard setback. The second option would allow the
second dwelling unit to be attached to the existing, provided the Board of Adjustment
finds that a hardship exists that would qualify for granting a variance.
Other departments responded to the questionnaire and all utilities that the city furnishes
are available in the area.
