It was determined that: 1. We, the Public Works Engineering, told you that no frontage improvement were required along 6th Street since the City of Anacortes has a future CFP project to reconstruct 6th Street, and; I 2. The design improvements have not been established, to date. You are not required to do any improvements along the frontage of 6th Street. Additionally, the previous requirements of the alley improvements go away due to the lack of drainage in the area of the alley way and I Avenue. I am one who does believe the builder has every right to build right to the codes, and while views are a nice perk, they are not owned. I did not mean to indicate any flippancy regarding what does get built- only that it is out of our hands . It is nice that some of Mr. Hinshaw' s recommendations are being considered. We would be very interested in seeing the plans for the duplex, as we are still in the dark, and don't even know which way the roofs are pitched. I 'm sure you can see how this lack of fact and or general information, except for word of mouth, can lead to concern for the neighbors when the earth is going to be dug this week. As I stated in an email to Don Measamer, the new plans may well be better. With hot buttons like this, a little builder friendliness and forthcoming data would have gone a long way to bridge the local speculation gap. And I have no qualms regarding your working with Mr. Filler on revision plans . Conditional uses in an R3 district shall be as follows: A. Golflcountry club, churches, home occupations, nurseries and gardens, schools, pre-school facilities, senior center. Neighborhood grocery stores of limited scale, not to exceed one thousand two hundred square feet of retail sales floor space and three thousand two hundred feet total building floor space. No such grocery uses shall be allowed closer than one-quarter mile radius of an existing grocery store; B. Boarding and rooming houses; C. Triplexes and fourplexes; D. Landmark building with any approved use, generally not permitted within the area's land use classification, which occurs or will occur in a landmark building recognized as such by the city council; E. Bed-and-breakfast establishments; F. Commercial parking; G. Public parking; • H. Private parking; I. Expansion of a neighborhood medical or dental office in existence and in operation as of December 31, 1986; J. Assisted care living facilities and congregate care facilities with the following definition utilized: "In contrast with a nursing home, a congregate care facility is designed for elderly residents who need care in a controlled setting with individual living units'; K. Minimum lot size shall be six thousand square feet for a single-family unit; seven thousand five hundred square feet for duplex, and for each additional unit, beyond the duplex requirement, up to fourplex an additional two thousand five hundred square feet are required. Minimum setback requirements in an R3 district shall be as follows: A. Front yard,minimum depth twenty feet; B. Interior side. A minimum of five feet on one side and no less than fifteen feet on both sides combined, except that in no instance shall a setback adjacent to a street be less than ten feet. C. Side yard on a flanking street, ten feet from property line. If street is a designated arterial, twenty feet; D. Rear yard, twenty feet minimum. 1. Where the rear yard does not abut a platted alley, no portion of the primary structure shall extend into the setback area, regardless of the use of that primary structure. A detached accessory structure no larger than one hundred forty-four square feet and twelve feet in height may be placed in a rear yard, or in the rear twenty-five feet of an interior side yard, provided that it is set back a minimum of five feet from the rear property line, and three feet from any side property line. 2. Where the rear yard abuts a platted alley,-a detached accessory structure, or that portion of the primary structure used as an accessory structure, may be built in a rear yard up to the alley property line, provided that it is set back a minimum of three feet from any side property line, and is no larger than one thousand square feet and no more than sixteen feet in height. If the accessory structure is a garage,built so that vehicles enter the garage from the alley in a direction substantially perpendicular to the alley, the garage doors shall be set back a minimum of ten feet from the alley property line to allow adequate turning distance for vehicles. 3. The lot coverage of any accessory structure exceeding one hundred forty-four square feet shall count as part of the percentage of lot coverage permitted in this zone. E. The current approved plan includes the following characteristics: • 2200+ square ft per unit • Two car garage per unit— accessed off of the alleyway • Total footprint, including garages of 3,503 s.f. • Maximum height of 27'-0" • Two entrances off of 6th street, common wall throughout center—design resembles a standard duplex • Architecture characteristics include: Covered front porches, gabled roofs The modified plan: • 1700-1850 per unit, cottage style home (see J avenue cottages —two different subdivisions—, http://www.woodsidewalk.com/gallery.htm ) • Two car garage per unit, accessed off of alleyway • • Total footprint, including garages of approx. 3,100-3,300 s.f., 200-400 s.f. less than prior plan • Maximum height of 27'-0" • • At least 8 ft between cottages, garages would be attached between Units (Duplex) but living structure would not have a common wall between Units.
