Since we are homeowners on the corner oF 4thand T streets we are being severely impacted by the excessive use of the above easement and T street . The rental of the east section of Terminal II area by the Port of Anacortes and the permission given by the City to store materials on the easement is inappropriate and was not given proper thought . The noise , traffic and pollution is a problem For us as residents . In addition , there is a major problem with the noise and dust oF they, Port ' s shipping of coke and logs . The log trucks arrive and unload , then the logs are moved into place by heavy noisy machinery . Then , they are moved to the debarker and moved again back to the original location . Then again , they are moved to a closer location when ships are due . This activity is a real problem . "T" Street is also being used for the following : 1 . Workers are building docks and we hear the noise of the construction . Excessive traffic and parking has developed , i . e . a . Workers coming to work , parking on T street and then leaving after work . py.2 ��,g'1' b . Long-bed trucks delivering supplies . 0�L 1" Qd' c . Unloading and moving supplies by forklist and tractor . note : We have seen children playing on these supplies which is a danger . 2 . Secret Harbor employees drive to and From work and park at r5 the north end of T by the water . 3 . Cap Sante storage is using the easement illegally to 4-11)Q �, ./pit` park the U-Haul trucks they are now renting . They have V,'�_�/� no rightful space to park these trucks on their own property . We were assured that they had been notified to i • Page 2 move these trucks but they have not been removed . These U-Hauls not only take a great deal of space , are ugly to have in our backyard , but contribute even more to the traFFic and parking congestion . 4 . The residents also have to use T and with the tourist season coming the area will have many cars and people walking to the water and to Boomers . This situation has become intolerable and we believe it interFeres with our rights as citizens and homeowners . We both have medical problems that are aggravated by this situation and would like to have your attention to these matters . Thank you. C.-jitocitet cc : Mayor Dean Maxwell Jim Pemberton Don Measemer May 2, 1994 TO: Mayor Dean Maxwell FROM: Shirley Morlan 520 4th St. Anacortes 293-9744 F T would like to make you aware of the situation that exists in the lower Cap Sante neighborhood - in particular in the alleys between 3rd and 6th, with "T" on the west and "U" on the east. As L'm sure you know this area is probably the oldest section of Anacortes - the section where Amos Bowman built his home and hotel. Some of the houses and outbuildings date back a long, long way. These outbuildings,and incredible accumulation of junk, appliances and old cars everywhere, is a fire hazard and rat haven of considerable proportion, It is impossible to estimate how many rats are in our midst. People are very, very gradually buying the old houses and renovating them. It's a pleasure to see this happening to this old and historic area. Many of these new property owners must find themselves sharing their space with rats...i2ne of our new neighbors killed rats for almost two weeks after moving in/cleaned large amounts of droppings from several areas. Of course, what rats are not caught in traps run off to the adjoining houses where there are a million hiding places amongstthe rubble. You can't poison the rats because they crawl under the house to die and create a foul smell. Some of the rubble has probably been here almost since Bowman was here. I'm sure the problem areas are the result of old age, low income and I suppose, in some cases, just apathy and lack of cleanliness. I am very concerned about the fire hazard among these falling-down outbuildings. Three or four years ago on the 4th of July some fireworks set a fire on thewest side of Cap Sante point. It was apparent at that time what an out-of-control fire would do to all of Cap Sante. The shacks are a perfect place for children to play with fire. If a fire got started at the bottom of this hill with a good wind it would go straight up. There are some very expensive and historic homes higher up Cap Sante, I think if these people could see the fire hazard at the main entrance to the hill they would have reason for concern. Not to mention the rat population slowly being evicted and looking for new homes. The houses and outbuildings are all uphill from here. 1 Page 2 May 2, 1994 Mayor Maxwell from Shirley Morlan Another unwelcome possibility is that these shacks could attract questionable transients. There was a very small burned-out house a block up from us. Young men were seen inside that house drinking wine and smoking. If they would party in that awful place they would party in some of these outbuildings. How do we know these men were harmless, or that in the future these buildings couldn't be a temporary place to hide for worse things. People walk down these alleys all the time. They would make a good place for someone to hide to rob someone - or attack, rape or kidnap. The house with the food bank is two doors from us. We know nothing about the transients who stay there for a few days. They could be anyone. I would not want my 13 year old granddaughter walking down these alleys. These are different times. We need to be watchful. I would like to make a few suggestions for you to think over, 1. (from a neighborhood in Spokane) Once a year dumpsters and a large truck are brought in by the city and for one weekend the neighborhood can bring anything they need to discard - this includes everything - davenports, appliances, wrecked cars, etc. Perhaps this could be a one time shot for this neighborhood. 2. What about help from a boy scout troop earning a badge? What about volunteers from Cap Sante helping the boy scouts? 3. Could the city negotiate with the towing company for wreckers? Pick-up trucks would be needed to haul from home to pick-up place. 4. Possibly a collection could be taken up, with your backing, from the Cap Sante residents to help pay the expenses. 5. Owners would have to be there to direct what is to be disposed of. The names of owners would have to be gathered for the houses that are rentals. 6. The old and disabled would need to be helped. 7. Another idea from Spokane is to have free hotdogs and drinks at the pick-up station. Maybe one of the service clubs could help. Possibly the sewage plant would offer space. A couple of other suggestions for Anacortes: 1. Last spring we took a two months trip around the U.S. We stayed away from the freeways and big cities in order to know what America and it's people are like. We ran into the old concept of Clean-up Day (or week). There were banners and posters up an&everyone was out cleaning their property and town property. This was a regular practice when I was growing up in Washington. What happened to it? Couldn't Anacortes incorporate this old but wonderful idea? Page 3 May 2, 1994 Mayor Maxwell from Shirley Morlan 2. In a town in Oregon (La Grande, I believe) we were struck by how lovely the downtown area looked. It was so clean and fresh. I mentioned this to a salesperson and she said that the town has a Downtown Association which is responsible for seeing to it that the town is clean, the store- fronts are kept up, and they even arrange to maintain the outsides of vacant buildings so that the town doesn't look old and disused. Why not Anacortes? I want to thank you for your attention and any help you might arrange on behalf of Cap Sante. This is one of the first places tourists head for.
