Huddc"'il referred to this request for variance from Section 0S. _-.. 1 ( Zoning Ordinance) which prohibits fence placement within three feet of a dwelling , if public safety access to or egress from the dwelling is substantially obstructed . The Board was in sympathy with Mr : Smith - _ problem , but empha_i=ed that safety is of primary concern. The Board also commended Mr. Smith for presenting a well-prepared variance request .
