The Custom Plywood property is located at 35th and V Avenue in Anacortes, Washington, and is situated in a portion of Section 30, Township 35 North, and Range 2 East. The property is owned by GBH Investments, LLC and includes tract numbers 4 to 1 0. The upland is an irregularly shaped parcel that covers approximately 6.6 acres . The wetland mitigation area is located in portions of tract numbers 7 and 8. The site can be accessed from Interstate 5 via State Route (SR) 20 westbound toward Anacortes. Continue onto the SR 20 Spur West, turn right onto R Avenue, and turn right onto 34th Street. This report summarizes the as-built (post-construction) site conditions for the mitigation area described in the approved mitigation plan (Hart Crowser 2011 ). This report has been prepared for the Washington State Department of Ecology Toxics Cleanup Program (TCP) to comply with permit conditions for applicable state and local government agencies . The Custom Plywood site is one of several Anacortes Area Bay-Wide priority sites for Fidalgo/Padilla Bays being addressed by the TCP . Lumber milling and plywood manufacturing took place at the Custom Plywood Site for over 1 00 years, resulting in copious amounts of wood waste and fill throughout the site. Site operations ceased following a fire in 1992. Historical milling activities produced wood waste and chemical contaminants affecting site soil, groundwater and sediment. The Custom Plywood project has been divided into two phases: Phase I for upland remediation and Phase II for in-water cleanup. Phase I work was completed in the fall of 2011. Before remediation, the upland portion of the Custom Plywood site was characterized as a heavily disturbed site containing relict foundations and structures, concrete and wood debris, native and non-native vegetation, and wetlands . Existing riparian and upland vegetation was limited with a mix of Page 1 Grading Hart Crowser 17800-04 May 15, 2012 estuarine wetland area (to be planted in Phase II), a temporary shoreline berm (to be removed in Phase II), and a vegetated buffer including backshore, riparian, and barrier plantings, fencing, and signs. These features were mapped during our as-built site visit on October 24, 2011 , using a Trimble GeoXT Geographic Positioning System (GPS). Our GPS data was combined with survey data to produce figures 2 and 3 showing grading and vegetation conditions following construction. The MHHW line established for the site is 8.2 feet (reference datum MLLW).1 Photo stations were established in the northern and southern portions of the mitigation area and are shown on Figures 2 and 3. Rubble, debris, and abandoned structures within the mitigation area were removed and disposed of by Ecology's contractor, Strider Construction Company, Inc. In addition, contaminated soil identified within the mitigation area was excavated and disposed of at an approved upland facility . No work was performed waterward or below the OHW line along the shoreline. The southern portion of the property was regraded to provide appropriate elevations to support construction of the consolidated wetland area and the associated upland buffer. The wetland area was excavated to approximately +4 feet MLLW to accommodate placement of a 3-foot layer of beach sand. Following sand placement, the bottom elevation of the wetland measured +6.35 feet MLLW (Figure 2). Final elevations in the wetland ranged from +6.35 to +7.55 feet MLLW. Sand was placed in an 8-to 1 0-foot wide backshore planting area (final elevation +7.55 to +8.85 MLLW), which provides a transition zone from the wetland to the upland buffer. The remaining upland buffer within the mitigation area was backfilled with clean fill material to obtain the appropriate elevations. The clean fill was lightly compacted for structural stability. The upland buffer elevations range from +8.85 to +11.35 MLLW. 1 The plans and specifications prepared for the project used the NAVD88 datum for reference . The conversion between NAVD88 to MLLW is +0.65 feet (i.e ., >.55 [8.2 (MHHW lin e)]-0.65 = MHHW for the site). Page 3 native and non-native shrubs and grasses above ordinary high water (OHW). The northwestern portion of the site was used as a temporary boat storage yard. The remnants of former structures and debris piles were scattered across the property. The purpose of the Phase I Custom Plywood Interim Remediation project was to complete a remedial action in the upland portion of the site including: • Remove former structures including concrete foundations and pilings and abandoned tanks from previous industrial activities, and debris piles containing wood, metal, and other materials; • Excavate and remove contaminated soil and wood waste; and • Create a consolidated wetland mitigation area, which will be completed during Phase II. The site contained five freshwater and estuarine wetlands totaling 11,910 square feet (sf). Wetland A (120 sf), B (124 sf), and D (9,910 sf) were freshwater depressional wetlands, and Wetlands C (367 sf) and E (1,389 sf) are estuarine wetlands. Wetlands A and B were rated as Category IV systems, Wetland D was rated as a Category Ill system, and Wetlands C and E were rated as Category II systems. Wetlands A, B, C, and D, totaling 10,521 sf, were permanently impacted during the Phase I upland remediation. Wetland E is a federally regulated that will not be impacted until Phase II of the project. One project goal was consolidating the on-site wetlands into one large estuarine wetland . The restored wetland will: 1) replace the impacted wetland areas; and 2) improve the function of the existing wetlands. The final wetland mitigation area will include 12,000 sf of estuarine wetland and currently provides an associated upland buffer ranging from 50 to 7 5 feet in width that was planted with native vegetation. A stormwater swale was installed to manage and treat stormwater that is routed o nto the Custom Plywood property through a City of Anacortes conveyance. The swale treats stormwater before it enters a vegetated conveyance corridor, which routes the treated stormwater from the swale into the restored wetland. The stormwater swale is not considered part of the wetland mitigation area. AS-BUlL T CONDITIONS Page 2 The Phase I wetland mitigation area was constructed during the summer of 2011 and was completed in October 2011. The wetland mitigation area, including the wetland buffer, totals approximately 33,425 sf. The mitigation area contains an Hart Crowser 17800-04 May 15 ,2012 On-site final elevations were confirmed by Pacific Surveying & Engineering, Inc. on September 14, 2011 using Topcon GR3 GPS Survey Equipment. Soil Amendments Before installation of the wetland {Phase II), backshore, and upland plantings, site soil was amended with beach sand, compost, and/or mulch to support plant development and improve ecological conditions at the project site. Wetland and Backshore Following remediation, a 3-foot-deep layer of fine to medium sand was placed over the base material to support establishment of the wetland and backshore plantings. Upland (Riparian) Topsoil and mulch were placed over the entire planting area above OHW before plant installation. To promote the establishment of trees and shrubs in the buffer, approximately 12 inches of compost (600 cubic yards [ cy]) was applied over the tree and shrub planting area and tilled into the soil. Following compost amendment, a 3-inch layer of mulch (176 cy) was placed over the amended soils for moisture retention, weed prevention, and erosion control. Wetland, Backshore, and Upland Plant Installation Page 4 The project area was planted in September 2011 with a variety of native trees, shrubs, groundcovers, and backshore plant species. The installed plant species and quantities are provided in Table 1. A total of 1,870 tree, shrub, groundcover, and backshore plants were installed within the wetland mitigation area . Wetland and Backshore Communities The wetland mitigation area will be expanded and planted with native estuarine (saltmarsh) vegetation during Phase II of the project. The backshore zone from approximately +7.55 feet to +8.85 feet (to the lower edge of the tree and shrub plantings) was planted with dunegrass (Leymus mol/is). The backshore planting area totaled approximately 3,925 sf. A total of 660 individual bare root plugs were installed throughout this planting area. Hart Crowser 17800-04 May 15, 2012 Upland (Riparian) Community The upland (riparian) area (above 8.85 feet approximately 20,000 sf) was revegetated with native trees, shrubs, and groundcover plants. A total of 1,210 trees, shrubs, and groundcovers were planted in the riparian area. Width of the riparian area ranges from 50 to 75 feet, and extends around the landward perimeter of the wetland mitigation area (Figures 2 and 3 ). Native trees including shore pine (Pinus contorta), Douglas fir (Pseudotsuga menziesit), black cottonwood (Populus balsamifera), and big-leaf maple (Acer macrophyllum) were planted throughout the riparian zone (Figure 3). Native understory plantings included vine maple (Acer circinatum)1 ocean spray (Holodiscus disco/o/)1 red-flowering currant (Ribes sanguineumlt snowberry (Symphoricarpos a/bus), red elderberry (Sambucus racemosa), Nootka rose (Rosa nutkana), thimbleberry (Rubus parviflorus), and salal (Gaultheria sha//on). Additionally, groundcover species including coastal strawberry (Fragaria chi/oensis) and kinnikinnick (Arctostaphylos uva-urst) were installed within the tree and shrub planting area . An 8-foot wide area of barrier plantings were installed along the upland perimeter of the mitigation area . Barrier p lantin gs included Douglas hawthorne ( Crataegus doug/asit) and Nootka rose. Fencing and Signs SUMMARY Hart Crowser 17800-04 May 15,2012 A temporary fence was installed along the landward edge of the wetland buffer/barrier planting area . The fence extends from the OHW line at the northern corner of the mitigation area to the edge of the stormwater swa le near the southwestern property boundary. The fence is a minimum of 6 feet tall , chain link material, and includes light reduction slats. The fence will remain in place until the barrier plantings described above become established. Four "Wetland Buffer Boundary" signs were installed approx im ate ly every 50 feet al o ng the temporary fence . When the fence is removed, the signs will be installed on permanent posts in their current locations . The site was fully restored as specified in the approved wetland mitigation plan with only minor deviations.
