Re: Stop Work Order issued on June 26, 2019 at 2008 10th Street

Please read the reasons below for the reasons the Stop Work Order was issued on June 26,
2019. The City of Anacortes issued a Stop Work Order for the work being done at 2008 10th
Street for the following reasons (there may be other problems that I missed in my inspection
that will need to be addressed):
1. Roof was installed without a permit and vent collars were not installed over the vent
flashing and vents to keep rainwater from leaking into the structure.
2. It appears that the water damaged, rotted and moldy subfloor and mud sills on the east
side of the house were covered by the new work done without proper remediation and
replacement of the structurally instable elements.
3. Structural work was done to the home without a permit. Only a plumbing permit was
secured by the contractor, Cleaner Guys LLC. At the time of permit issuance, the
contractor stated that he was not changing any walls, moving any beams or doing any
other structural work that would require a building permit.
4. Range was installed without a permit and not vented properly through the roof. The
range venting was friction fitted into an existing plastic roof ventilation jack through
flexible duct.
5. Kitchen walls were cut down and sections removed without a demolition (demo) permit.
6. Existing beam was cut out and removed without a demo permit. Top plates were cut
making the structure weaker.
7. Demoed wall was reframed without a permit.
8. New 20 foot beam or so was installed without a permit to support the collar ties and the
roof system. Beam is installed above the collar ties and do not appear to support the
collar ties properly.
9. Beam appears to not have adequate support to bear on and is not accurately anchored
to bearing points below. Post under new beam doesn't appear adequate for the load (it
appears that the beam is sitting on a single 2 x4).
10. Window demoed and framed in and sided without a permit.
11. Plumbing covered up without an inspection.
12. Top plates are cut where the new beam lands above were existing beam was. No
adequate remedy was installed to avoid the creation of a pivot joint.
D. It appears that rafters cut and removed to install the beam and no adequate framing
was done to pick up the slack for the load that they were carrying.
14. Gypsum wallboard was installed without a permit covering the work that was done
without a permit and the plumbing work that was done with a permit.
15. New point load was created by the contractor when he demoed the wall and removed
the existing beam and installed a new beam that was longer. In order to carry this load,
a new footing and girder beam were installed.
16. The new footing doesn't appear to be sized adequately for the load it is carrying, nor is
poured 12" below grade, which is the City of Anacortes' frost level, to comply with code.
No inspection was done for the sizing nor reinforcement of the footing. Footing was
poured on a bed of gravel, which appears unstable. Footing is surrounded by wood that
is not preservative -treated and therefore makes it susceptible to rot. Also the footing
has a flat piece of wood that the post bears on made of the same wood as
aforementioned.
17. Post is scabbed together and not adequately secured to the footing nor girder beam
above.
18. Girder beam is not supported on other side.
19. Joists were cut to accommodate this girder beam and do not appear to be properly
connected to it for support, making it inadequate to support the new cabinets' dead
load and the live load of occupants.
Please have structure evaluated by an engineer and have him calculate and draft fixes for the
deficiencies in the structure caused by the contractor.
Please apply for a permit or have a contractor apply fora permit for both the roof and the
building.
Walls will need to be opened up to inspect the work that was done. Vent collars need to be
installed over the vents and vent flashing in the roof to prevent any leaks at those points in the
roof.

Please read the reasons below for the reasons the Stop Work Order was issued on June 26,
M19 and have the structure evaluated by an engineer and have him calculate and draft fixes
for the deficiencies in the structure caused by the contractor. After the engineer evaluates the
structure we will need to have a contractor apply for an emergency permit for both the roof
and the building.
Walls will need to be opened up to inspect the work that was done and the remedies that the
engineer calls out. Vent collars will need to be installed over the vents and vent flashing in the
roof to prevent any leaks at those points in the roof. Plumbing will need to be tested under the
existing plumbing permit.
The deficiencies found by the City of Anacortes that caused the issuance of a Stop Work Order
for the work being done at 2008 10th Street are the following reasons:
1. Roof was installed without a permit as required per AMC and 2015 IRC 105 and vent
collars were not installed over the vent flashing and vents to keep rainwater from
leaking into the structure per 2015 UPC 906.5 and 2015 IRC R905.2.8.4.
2. It appears that the water damaged, rotted and moldy subfloor and mud sills on the east
side of the house were covered by the new work done without proper remediation and
replacement of the structurally unstable elements.
3. Structural work was done to the home without a permit. Only a plumbing permit was
secured by the contractor, Cleaner Guys LLC (see copy of attached permit). At the time
of permit issuance, the contractor stated that he was not changing any walls, moving
any beams or doing any other structural work that would require a building permit as
required per 2015 IRC R105.1, along with the obtained plumbing permit.
4. A new range was installed without a permit as required by 2015 IRC R105.1, and not
vented properly through the roof per 2015 IRC M1503. The range venting was friction
fitted into an existing plastic roof ventilation jack through flexible duct.
5. Kitchen walls were modified and sections removed without a demolition (demo) and/or
building permit as required per 2015 IRC R105.1.
6. Existing beam that extended from kitchen to living room exterior wall was cut out and
removed without a demo permit and a building permit to fix it as required per 2015 IRC
R105.1. Top plates were cut making the structure weaker, which causes noncompliance
with 2015 IRC R602.3.2.
7. Demoed kitchen wall was refrained without a permit as required per 2015 IRC R105.1.
8. New 20 foot beam that carries the load of existing beam plus removed kitchen wall that
extends from the kitchen wall to the living room exterior wall was installed without a
permit, as required per 2015 IRC R105.1, to support the collar ties and the roof system.
The new beam is installed above the collar ties and does not appear to support the
collar ties properly.
9. New 20 foot beam that carries the load of existing beam plus removed kitchen wall that
extends from the kitchen wall to the living room exterior wall appears to not have
adequate support to bear on and is not accurately anchored to bearing points below.
Post under new beam doesn't appear adequate for the load (it appears that the beam is
sitting on a single 2 x4).
10. Kitchen window demoed and framed in and sided without a permit, as required by 2015
IRC R105.1.
11. New plumbing covered under plumbing permit number BLD-2019-0001, was covered up
without an inspection as required by 2015 UPC 105.1.
12. Top plates are cut where the new beam lands above were existing beam was. No
adequate remedy was installed to avoid the creation of a pivot joint. Top plates are
required to be overlapped 24 per 2015 IRC 11602.3.2.
13. It appears that rafters cut and removed to install the beam and no adequate framing
was done to pick up the slack for the load that they were carrying.
14. Gypsum wallboard was installed without a permit, as required by IRC R105, and an
covered the work that was done without a permit without the inspections required by
2015 IRC R109; and the plumbing work that was done with a permit was covered
without the required inspections required by 2015 UPC 105.
15. New point load was created by the contractor when he demoed the wall and removed
the existing beam and installed a new beam that was longer. In order to carry this load,

sized adequately for the load it is carrying per 2015 IRC R403, nor is poured 12" below
grade, which is the City of Anacortes' frost level, to comply with 2015 IRC R403.1.4. No
inspection was done for the sizing nor reinforcement of the footing. Footing was
poured on a bed of gravel, which appears unstable. Footing is surrounded by wood that
is not preservative -treated and therefore makes it susceptible to rot, which is not in
compliance with 2015 IRC R508.5. Also, the footing has a flat piece of wood that the
post bears on made of the same wood as aforementioned, which is not in compliance
with 2015 IRC 11508.5.
16. FOR is scabbed together and not adequately secured to the footing nor girder beam
above, which is not in compliance with 2015 IRC.
17. Girder beam is not supported on other side, which is not in compliance with 2015 IRC
R502.6.
18. Joists were cut to accommodate this girder beam and do not appear to be properly
connected to it for support, making it inadequate to support the new cabinets' dead
load and the live load of occupants.
19. Siding where the beam was installed through the roof needs to be inspected to make
sure there is the proper house wrap and the siding is installed so that it water-resistant
in accordance with 2015 IRC R703.
