HomeMy WebLinkAbout2019-05-28 City Council Minutes Approved City Council Minutes—May 28,2019 Mayor Laurie Gere called to order the Anacortes City Council meeting of May 28,2019 at 6:00 p.m. Councilmembers Eric Johnson,Anthony Young,Brad Adams, Carolyn Moulton,Bruce McDougall and Matt Miller were present. Councilmember Ryan Walters was absent. The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Finance Committee: Mr. Johnson reported from the committee meeting the prior Thursday to preview the finance update and related legislation that would be presented later on the agenda. Mayor Gere announced that staff would conduct a detailed analysis of Amazon purchases and would report back to Council on that topic in June. Mayor Gere announced that staff and Council would undertake a comprehensive discussion of homelessness within the next four to six weeks. Ms. Moulton announced that the Skagit County Homeless Housing Plan Task Force had scheduled a community meeting on homelessness on June 13,2019 from 4:30 to 6:30 p.m. at the Senior Activity Center. Public Comment No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Mr. Johnson moved, seconded by Mr. Young,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of May 20, 2019 b. Approval of Claims in the amount of: $193,076.34 c. Interlocal 282: City of Marysville for Outdoor Video Services The following vouchers/checks were approved for payment: EFT numbers: 93335 through 93366,total$138,206.40 Check numbers: 93367 through 93405,total$78,141.36 Wire transfer numbers: 250223 through 250374,total $1,423.77 OTHER BUSINESS Anacortes Historic Preservation Board Update Museum Director Bret Lunsford and Bunny Heiner, chair of the Anacortes Historic Preservation Board, shared a slide presentation celebrating National Historic Preservation Month in May in Anacortes. Their slides were added to the packet materials for the meeting. Finance Update Finance Director Steve Hoglund updated Council on the city's financial position as of the end of April, 33% through the fiscal year. Mr. Hoglund referenced charts included in the packet materials for the meeting depicting tax and impact fee revenue compared to historic trends and to budget. He summarized year to date revenues and expenditures in each fund and concluded all funds were meeting expectations thus far. Councilmembers Anacortes City Council Minutes May 28,2019 1 requested a breakdown of the sources of lodging tax; Mr. Hoglund said he would compile and provide that information. Ordinance 3044: Amending 2019-2024 Capital Facilities Plan Mr. Hoglund introduced for discussion only draft Ordinance 3044 to amend the 2019-2024 Capital Facilities Plan from$116K to $132K. Mr. Hoglund's slide presentation was added to the packet materials for the meeting. He advised that Council would hold an advertised public hearing on the proposed CFP amendment at its June 10, 2019 regular meeting. Mr. Hoglund summarized the proposed CFP updates to address water projects and authorize use of REET for a number of General Government capital projects. Mr. Hoglund and Public Works Director Fred Buckenmeyer responded to councilmember questions about cost estimates,timing and funding mechanisms for a number of projects. Councilmembers requested comparative data on various price adjustment indices; Mr. Hoglund said he would compile and provide that information. Mayor Gere invited members of the audience to comment on this agenda item.No one present wished to address the Council. Ordinance 3042: Amending the 2019/2020 Biennial Budget Mr. Hoglund presented a spreadsheet summarizing a proposed amendment to the 2019/2020 budget that would come back to Council for consideration and action in conjunction with the Capital Facilities Plan amendment on June 10. His spreadsheet was added to the packet materials for the meeting. Mr. Hoglund explained each line item. Mr. Adams requested a future report on volunteer firefighter expense.
