HomeMy WebLinkAbout004096 Interlocal Agreement C To RECEVEO INTERLOCAL COOPERATIVE AGREEMENT FOR LIBRARY SERVICES 004096 This Interlocal Cooperative Agreement for Library Service is entered into between Skagit County, hereinafter referred to as"County", and the municipalities of Mount Vernon, Anacortes, Burlington, Sedro Woolley and Concrete, hereinafter referred to as"Cities and Towns". This Agreement is based upon the following facts and circumstances: The County does not, nor is it required by statute to, provide a general library service to the citizens residing in unicorporated Skagit County. Historically, each of the Cities and Towns has provided library service to residents and non- residents alike. Depending upon the policies in each of the Cities and Towns, non-residents have paid a fee for library services. Due to increasing competition for funding and increasing library usage, the Cities and Towns are having difficulty providing services to residents and non-residents alike. The County, in 1998, has made funding available for a portion of the costs to provide services to non-county resident users of libraries located in the Cities and Towns. In consideration of the facts listed above, the parties agree as follows: 1. During 1998 the County will provide the Cities and Towns a total sum of$100,000 to assist in providing library services to the citizens of unicorporated Skagit County. The sum will be distributed to the Cities and Towns based upon the library book, audio, film, video and subscription collection and circulation of each municipal library, except Concrete, which shall receive$4,000. 2. Based upon circulation and collection figures provided by the Cities and Towns, the $100,000 will be distributed as follows: Anacortes $ 29,433 Burlington $ 12,468 Concrete $ 4,000 Mount Vernon $40,815 Sedro-Woolley $ 13,284 TOTAL $100,000 3_ Each of the Cities and Towns will receive its payment for library services when the following information is provided to the County: a) Documentation that non-resident library users, except in the Town of Concrete, pay at least$10 per library card b) Documentation in the 1998 library budget indicating the County services payment will be used for 1998 library activities. 1 e CCU u k-tv‘C) Pk-kJ ioU i J&--r N 1 C 013 c � • AU o v L—e_1\S d t"l l 004096 4. Ali assets acquired as a result of this funding will become the property of the respective City or Town. Each City or Town will be responsible for all aspects of library operation 5. THIS APPROPRIATION WAS INCREASED TO TO 475,000 IN 1989,$100,000 IN 1990 AND 1991. C IN 1992, DURING THE TIME WHEN THE SKAGIT COUCIL OF GOVERNMMENTS WAS IN LIMBO, THE COMMISSIONERS DIRECTED ri THE NORMAL SCOG DUES TO LIBRARY SERVICES. THE SUM OF$120,000, INCLUDING $20,000 OF REALLOCATED C SCOG DUES, WERE DISTRIBUTED TO THE LIBRARIES IN 1992. THIS SUM WAS REDUCED BACK TO $100,000 IN O 1993 AND HAS REMAINED UNCHANGED THROUGH 1998.
