INTERLOCAL COOPERATIVE AGREEMENT
FOR
LIBRARY SERVICES
This Interlace' Cooperative Agreement for Library Service is entered into between Skagit
County, hereinaLfter referred to as "County", and the municipalities of Mount Vernon, Anacortes,
Burlington, Sedi'o Woolley and Concrete. hereinafter referred to as"Cities and Towns".
This Agreerrien'i is based upon the following facts and circumstances:
The County dons not, nor is it required by statute to, provide a general library service to the
citizens residing In unicorporated Skagit County.
Historically, each of the Cities and Towns has provided library service to residents and non-
residents alike. -1
Depending upon the policies in eac.ii of the Cities and Tv-tins. non-residents have paid a fee for
library services
Due to increasing competition for funding and increasing library usage.the Cities end Towns are
having difficulty providing services to residents and non-residents alike.
The County, in 1996, has made funding available for a portion of the costs to.provide services to
non-county resident users of libraries located in the Cities and Towns.
In consideration of the facts listed above, the parties agree as follows:
1. During 19913 the County will provide the Cities and Towns a total sum of$100,000 to assist in
providing library services to the citizens of unicorporated Skagit County, The sum will be
distributed i.o the Cities and Towns based upon the library book, audio, film, video and
subscription collection and circulation of each municipal library, except Concrete, which shall
receive$4•000.
2. Based upon circulation and collection figures provided by the Cities and Towns, the $100,000
will be distributed as follows:
Mount Vernon $42,520
Anacortes $28,132

Burlington $12,290
-Sedra Woolley 513,0513 Concrete $4,000 �y
TOTAL $100,000
3. Each of the Cities and Towns will receive its payment for library services when the following
information is provided to the County:
a) Documentation that non-resident library users, except in the Town of Concrete, pay at
least$10 per library Gard.
b) Documentation in the 1996 library budget indicating the County services payment will
be used for 1996 library activities.

4. All assets acquired as a result of this funding will become the property of the respective City
or Town. Each City or Town will be responsible for all aspects of library operation
