HomeMy WebLinkAbout2019-03-18 City Council Minutes Approved City Council Minutes—March 18,2019 Mayor Laurie Gere called to order the regular Anacortes City Council meeting of March 18,2019 at 6:00 p.m. Councilmembers Eric Johnson,Ryan Walters,Anthony Young,Brad Adams,Bruce McDougall and Matt Miller were present. The assembly joined in the Pledge of Allegiance. Mayor Gere announced that Item 5e, Ordinance 3036: Municipal Code Chapter 1.30, Contracting,had been added to the Consent Agenda earlier in the day. Announcements and Committee Reports Appointment of Alexander Hernandez and Christine Hansen to Parks and Recreation Advisory Commission: Mayor Gere requested Council confirmation of her appointment of Alexander Hernandez and Christine Hansen to the Parks and Recreation Advisory Board for five-year terms ending in February 2024. The mayor read a summary of the candidates's qualifications as reflected in the packet materials for the meeting. Mr. Young moved, seconded by Mr. Miller,that the slate of appointments to the City of Anacortes Boards and Commissions, as outlined,be confirmed. The motion carried unanimously by voice vote. Oath of Office by Police Officer Jordan J. Kellington: Police Chief John Small introduced Officer Jordan J. Kellington who graduated March 6, 2019 from the police academy. Chief Small summarized Officer Kellington's qualifications. Mayor Gere administered the Oath of Office to Officer Kellington. Community Appreciation of Transpac Marinas Inc.: Parks and Recreation Project Manager Bob Vaux thanked Transpac Marinas Inc. for its generosity in developing an interim solution to the storm damaged Washington Park boat launch dock. Mr.Vaux advised that the launch was currently open and being used. He said staff was now working with permitting agencies on a permanent solution. Skagit County Law&Justice Council: Mr. Miller reported from the LJC meeting the prior week at which the topic was the opioid epidemic, including a presentation from the Skagit County Population Health Trust and Public Health Department. Mr. Miller said the topics being addressed by law enforcement include training, Good Samaritan laws, expanding the embedded social worker program,the Population Health Trust data project,therapeutic court and diversion programs. He added that Sheriff McDermott was forming an opioid crisis core group to expand the team support for the embedded social worker program. Public Works Committee: Mr. Adams reported from the committee meeting earlier in the evening. He announced that two of the city's solid waste trucks were suddenly and unexpectedly out of service due to cracks in the frames. Mr. Adams said Public Works staff had secured a rental truck to use while the damaged trucks were being repaired and that staff was making every effort to avoid service disruptions. Mr.Adams said the committee also discussed potential roundabout locations and that staff recommended pursuing the planned roundabout at Edwards Way/Oakes Avenue due to funding availability. The next likely location would be 32nd Street and M Avenue. Mr. Adams reported that staff were developing cost estimates to demolish the old water treatment plant that was replaced in 2010 and to implement the raw water project. He concluded that the committee continued to discuss the Combined Sewer Overflow(CSO)project and said more information would be presented to Council on that topic in the near future. Public Comment No one present wished to address the Council on any topic not already on the agenda. He sent out a shout of appreciation to staff.Mr. Young moved, seconded by Mr. Johnson,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Ordinance 3036: Municipal Code Chapter 1.30, Contracting The following vouchers/checks were approved for payment: EFT numbers: 92534 through 92579,total$143,400.26 Check numbers: 92580 through 92625,total $258,026.05 Wire transfer numbers: 2464533 through 246782,total $1,096.23 OTHER BUSINESS Cascade Natural Gas Anacortes Bare Steel Replacement Project&Anacortes 8-in High Pressure Replacement Project Presentation Assistant City Engineer Eric Shjarback introduced Jim Hobbs and Kathleen Chirgwin from the System Integrity Group at Cascade Natural Gas to inform City Council and the community about two projects underway to update natural gas infrastructure in the city. The CNG slide presentation was included in the packet materials for the meeting. Mr. Hobbs explained CNG's ongoing project to replace gas piping originally installed in the 1950s. Mr. Hobbs and Ms. Chirgwin displayed the location of the various phases of the projects and presented their timelines. Mr. Johnson asked that the maps and schedules for the projects be posted on the city's website, along with similar information for the city's own road projects in 2019,to facilitate route planning for those traveling through the city. Mr. Hobbs agreed,noting that CNG would be publicizing the project through press releases, direct communication with its customers, and coordinated information with the mayor's office. He added that CNG would host an open house in the City Council chambers within several weeks to answer questions for the public. He responded to councilmember questions about improving restoration times compared to prior phases of the project. Mr. Hobbs confirmed for Mayor Gere that all 1950-era natural gas piping in Anacortes was scheduled to be addressed by the end of 2020. Mayor Gere invited members of the audience to comment on this agenda item. No one present wished to address the Council. Mr. Johnson asked about CNG's earthquake preparedness. Ms. Chirgwin indicated that CNG did have shutdown plans in the event of an emergency. Mr.Young asked the CNG representatives to follow up with additional information about CNG's plans to minimize earthquake damage. Councilmembers requested that traffic cones and other traffic control measures be better managed than during prior phases and that newly paved sections of 12th Street not be damaged if at all possible.
