Anacortes City Council Minutes - February 2, 2026
Call to Order
Mayor Ryan Walters called to order the February 2, 2026, Anacortes City Council meeting at 6:00 p.m.
Councilmembers Luke Currier, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, Bruce
McDougall and TJ Fantini were present.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Walters delivered announcements regarding the upcoming election on February 10th, Community
Development Block Grant funding applications, a Downtown Streetscapes Survey, the City Council Ward 1
vacancy process, and serving on a city board or commission, referring to a slide presentation that was added to
the packet materials for the meeting.
Public Works Committee
Mr. Fantini reported from the Public Works Committee meeting held earlier in the evening. The topics
discussed included a flow chart review of the public works department, the Q Avenue Crosswalk project that
will require a budget amendment along with three other crosswalk projects including at D Avenue and 23
Street, at Tommy Thompson Trail and T Avenue, and 32nd Street and Storvik Park. The committee also
discussed the bid opening for the Terrace Drive project, the 12th Street and Commercial Avenue intersection
signals, and received an overview of the Wastewater Treatment Plant alternatives analysis. Mr. Fantini
announced that associated recommendations from that analysis will be briefed at the committee level on March
2nd, suggesting that the topic might be best discussed by the full council at a work session due to the potential
high cost and complexity of the issues.
Public Comment
Mayor Walters invited the public to comment on any item not on the agenda.
Public comment was given as follows:
Pat Gardner of Anacortes commented on Downtown Streetscape ideas.
Mark Nihart of Anacortes spoke about the public comment process and the expectation for receiving a
response from the council.
Consent Agenda
Mr. Currier moved, seconded by Mr. Young, to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

b. Approval of claims in the amount of $196,856.43
The following vouchers/checks were approved for payment:

Resolution 3201: Establishing the Lodging Tax Advisory Committee for 2026

Ms. Cleland-McGrath introduced Resolution 3201 that would establish the Lodging Tax Advisory Committee
for 2026.
Christine Cleland-McGrath moved, seconded by Bruce McDougall, to approve Resolution 3201 Establishing
the Lodging Tax Advisory Committee.
Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini,
Luke Currier. Nays - None. Abstentions - None. Result: Passed
Resolution 3202: Confirmation of Re-Appointments to the Library Board of Trustees
Library Director Jeff Vogel introduced Resolution 3202 that would confirm the re-appointment of Alethea
Fleming and Courtney Orrock to the Library Board of Trustees for a five-year term through December 31,
2030.
TJ Fantini moved, seconded by Anthony Young, to approve Resolution 3202 as presented.

Luke Currier. Nays - None. Abstentions - None. Result: Passed
Resolution 3203: Planning Commission Appointments
Planning, Community, and Economic Development Director John Coleman introduced Resolution 3203, that
would confirm the appointment of five commissioners: Michael Mills through February 1, 2027; William
McCombs and Paul Ryan through February 1, 2028; and Frank Jeretzky and Linda Martin through February 1,
2030.
TJ Fantini moved, seconded by Bruce McDougall, to approve Resolution 3203 as presented with title
amendment.
Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini,
Luke Currier. Nays - None. Abstentions - None. Result: Passed
Contract Award: Portable 70kw Generator for WWTP & Sewer Lift Stations #26-048-ERR-001 &
Contract Award: Portable 100kw Generator for WWTP & Sewer Lift Stations #26-050-ERR-001
Operations Manager WiL Ludemann introduced proposed contract awards #26-048-ERR-001 for a portable
70kw generator and #26-050-ERR-001 for a portable 100kw generator for the Wastewater Treatment Plant and
sewer lift stations.
Discussion topics included:
• Pairing load with the power source is the reason for purchasing two different size generators
Christine Cleland-McGrath moved, seconded by Anthony Young, to approve contract #26-048-ERR-001 for a
portable 70kw generator as presented.
Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini,
Luke Currier. Nays - None. Abstentions - None. Result: Passed
Christine Cleland-McGrath moved, seconded by Bruce McDougall, to approve contract #26-050-ERR-001 for
the 100kw generator as presented.
Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini,
Luke Currier. Nays - None. Abstentions - None. Result: Passed
Contract Award: Depot Market Plaza Expansion Project #24-228-PRK-003
Parks and Recreation Director Jonn Lunsford introduced proposed contract award #24-228-PRK-003 for the
construction of the Depot Market Plaza Expansion Project, referring to a slide presentation that was added to

the packet materials for the meeting.
Discussion topics included:
• Interlocking pavers versus concrete pad.
o Pavers require less maintenance and last longer.
o Pavers would maintain continuity of design for the area.
o The color tint of pavers could differ from the existing plaza.
• The 10,000 sq foot area could accommodate additional Farmers Market vendors.
• Site access controls.
• The Madrona Grove will not be affected.
Anthony Young moved, seconded by Bruce McDougall, to authorize the mayor to sign contract #24-228-PRK-
003 with Earthwork Solutions LLC in the amount of $310,814.10, to perform Schedule B of the Depot Market
Plaza expansion project.
Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini,
Luke Currier. Nays - None. Abstentions - None. Result: Passed
Ordinance 5008: Amending AMC 10.12.380 Parking — Prohibited by street segment
Interim Public Works Director Logan Lee introduced proposed Ordinance 5008 that would prohibit parking on
the south side of 6th Street between M Avenue and O Avenue, referring to a slide presentation that was added
to the packet materials for the meeting.
Discussion topics included:
• Guemes ferry traffic flows down the south side of the street.
Mr. Fantini moved, seconded by Ms. Moulton, without objection, that the ordinance be placed on the consent
agenda for the next regular meeting.
Ordinance 5020: Amending AMC 9.16.020 Aiming or discharging weapons
City Attorney Darcy Swetnam introduced proposed Ordinance 5020 that would upgrade a weapons offense
within the city limits from a misdemeanor to a gross misdemeanor.
Discussion topics included:
• The recent shooting incident on Sixth Street.
• Public safety and deterring spurious discharge of weapons.
Mr. Fantini moved, seconded by Ms. Moulton, to waive the two-read rule for ordinances. The motion carried
unanimously by voice vote.
Carolyn Moulton moved, seconded by Anthony Young, to adopt Ordinance 5020 amending AMC 9.16.020
regarding aiming or discharging weapons.
Vote: Ayes - Carolyn Moulton, Anthony Young, Christine Cleland-McGrath, Bruce McDougall, TJ Fantini,
Luke Currier. Nays - None. Abstentions - None. Result: Passed

There being no further business, at approximately 6:42 pm, the Anacortes City Council meeting of February 2,
2026, was adjourned.
