17.40.020 -Sign defined—Governmental signs excluded.
A sign for the purposes of this title is a device, board, poster,or placard displayed to advertise or convey information.
For the purpose of this title, "sign"does not include signs erected and maintained pursuant to and in discharge of any
governmental function, or required by any law, ordinance,or governmental regulations,including school, library, museum,
traffic and hospital functions. (Ord. 2316(part), 1994)

17.40.080 - Signs permitted in nonresidential districts and requiring a permit.
The regulations set forth in this section shall apply to signs in all nonresidential districts and shall require a permit.
A. In a commercial district, each business shall be permitted no more than three signs, one of which may be a pole sign or freestanding
sign. Locations with frontage on two or more streets may have six signs, one of which may be a pole or freestanding sign, provided
that no more than three signs may face a frontage.
1. The area of all permanent advertising signs for any single business enterprise may have an area equivalent to two square feet
of sign area for each lineal foot of building width, or part of a building, occupied by such enterprise but shall not exceed a
maximum area of one hundred twenty square feet, or two hundred forty square feet for locations with frontage on two or more
streets. The sign area for a building shall not exceed one hundred twenty square feet per frontage except for waterfront signs.
a. In multi-story buildings, businesses above the ground floor shall be limited to one sign per business, except that a
business with frontage on more than one street may have one sign facing each street. Each sign shall consist only of
lettering and/or a logo painted on or applied to the surface of one window in a manner that allows light to pass between
and around the individual letters. The area of the sign shall not exceed twelve square feet, calculated by measuring the
perimeter enclosing the lettering. Signboards, lighted signs, and opaque signs shall not be permitted in windows above
the ground floor.
b. In a multi-tenant building with businesses on upper floors and/or in interior spaces having no street facade on which to
place a sign, a building directory listing businesses in the building, and not exceeding twelve square feet, may be
located on the building wall at each primary entrance. This directory may be in addition to the sign area permitted for
the building.
2. Projection of wall signs shall not exceed four feet measured from the face of the main building plus a four-inch
mounting and a projecting wall sign shall not exceed twenty-four square feet.
B. Temporary signs not exceeding fifty square feet in area, announcing special public or institutional events, or the erection of a
building (including the contractors, design professionals, financial institutions, and similar entities involved in the project on the
same sign), may be erected for a period of thirty days, plus the construction period or duration of the special event. Such signs
shall be promptly removed at the conclusion of the event or completion of construction.
C. Freestanding Signs. Total allowable display area will be calculated on the formula of one square foot of display for each one
and one-half foot of street frontage up to a maximum allowed for a sign as follows:
1. Single Business Per Building. One freestanding sign per building shall be allowed; no pole sign shall coexist. Sign may
not exceed ten feet in height with a display area not exceeding sixty square feet.
2. Multi-Business Complex Per Building. One freestanding sign may be erected per building to serve a complex of more
than one business. The sign may not exceed twenty feet in height with a maximum of one hundred square feet.
D. Essential Public Needs. Signs identifying essential public needs such as restrooms, telephone, beware of dog, entrance, exit,
parking area, delivery area, etc. Such signs shall not exceed six square feet.
E. Incidental Signs. One "banner" sign is permitted in addition to the three signs and one "A" board allowance. One "A" board
sign or other incidental sign is permitted in addition to the three sign allowance. Each incidental sign is not to exceed eight
square feet and not to exceed thirty inches in width; maximum height shall not exceed fifty-two inches, which shall be
measured in the closed (folded) position for"A" boards. "A" board signs and other incidental signs shall be placed on the
business premises advertised or directly abutting the building, and must be placed in a location not impeding public right-of-
way and must be properly maintained.
One "banner" sign is permitted in addition to the three signs and one incidental sign allowance. A banner sign is defined as "a strip of
durable fabric on which a sign is printed;" paper or reinforced cardboard type signs are prohibited. A banner sign shall be fixed in place and
shall not exceed sixteen square feet in size, shall be maintained in a good condition, and shall meet all applicable general requirements of
this chapter.
Balloons of up to sixteen inches in diameter are permitted as incidental signs in the central business and commercial districts, as are
windsocks and strings of flags no longer than four feet, provided all applicable general requirements of this chapter are met.
F. Marquees, mansard roofs and building canopies are considered to be part of the building structure, and accordingly, the wall
sign requirements apply; provided, however that the sign(s) does not extend beyond the structure, except for an on-the-
marquee sign which can project no more than one foot above the top of the marquee, where marquees are permitted. Further
provided, as a different alternative, an under marquee sign is permitted for each business provided the sign does not exceed
one foot by five feet or an on-the-marquee sign is permitted for each business provided the sign does not exceed sixteen
square feet; in either of these cases, the signs must have a minimum of eight feet clearance from the surface below the sign.
G. One pole sign per building shall be allowed. No freestanding sign shall coexist. Maximum allowable height shall not exceed
twenty feet. Allowable display area equivalent to one square foot for each two feet of street frontage up to a maximum allowed
area of thirty-six square feet of display area. In the commercial and industrial zones, a pole sign may be placed to, but not
over, the street property line.
H. One waterfront sign per building shall be allowed. The total area of any waterfront sign may not exceed three hundred percent
of allowable area indicated for comparable categories of nonwaterfront applications.
I. An article or specialty design theme, such as a wall mural, which exceeds the size limit indicated in this chapter, and which
bears no sign message and has no advertising intent may be approved by the planning commission. (Ord. 2528 Att. A § 11
