Fairhaven Avenue Burlington,Washington 98233 (360) 755-9021 1. SPSP No. 1 --Construction Access Route a. Construction vehicle access shall be limited to one route,unless approved by the official. The construction access to the site is from a paved public street,known as Latitude Circle. Use 4 to 6-inch quarry spalls in temporary construction entrance per WSDOT Standard Plan I-80.10-02,for maximum soil and mud removal from tire treads,horizontal dimensions to fit maximum space available. b. A gravel construction road shall be installed which will remove as much mud and dirt from the vehicles as possible prior to entering the public roadway. The effectiveness and efficiency of the removal shall be to the satisfaction of the official. Use 4 to 6-inch quarry spalls in temporary construction entrance per WSDOT Standard Plan I-80.10-02,for maximum soil and mud removal from tire treads,horizontal dimensions to fit maximum space available. c. If conditions are such that an insufficient amount of material is removed from the tires by contact with the aggregate,the tires shall be washed prior to entering the public right-of-way. The water from this process shall be directed to a sedimentation pond or other appropriate sediment-trapping BMP for treatment prior to release to the public storm water system. There is insufficient room to construct a sediment-trapping BMP on this site for wheel wash. Therefore, any material that may not be removed by the quarry spall BMP will be scraped off of tires by hand. If material is tracked into the public right-of-way,it shall be swept up and shoveled out immediately. d. The entrance shall be maintained in a condition that shall prevent the tracking or flow of mud onto the public right-of-way. Periodic maintenance of the entrance, including the removal and replacement of aggregate, and cleaning and/or repair of sediment-trapping devices shall be performed as conditions dictate or as directed by the official. This BMP will be monitored daily. Appropriate measures will be taken to ensure access is in working condition. e. Sediment tracked onto the public roadways shall be cleaned on at least a daily basis. Cleaning of public roadways shall be done by sweeping and shoveling,not by wash-down. Any material that is tracked into the street will be swept up immediately. This lot is at the street high point, so street stormwater runoff flows both to the north and to the west. The use of a catch basin insert in the downstream catch basins located in both directions of Latitude Circle will also collect remaining debris. This catch basin insert BMP shall be checked and cleaned or replaced as needed. 2. SPSP No.2 -- Stabilization of Denuded Areas. All exposed soils shall be prevented from moving off-site or into natural or artificial drainage systems through suitable application of BMP's, including,but not limited to, silt fencing, sod or other vegetation,plastic covering,mulching, or application of ground base on areas to be paved. Mulching of exposed soil is the preferred first step BMP for this project. All exposed soil shall be covered with mulching within 24 hours. 3. SPSP No. 3 --Protection of Adjacent Properties. Adjacent properties shall be protected from sediment deposition by appropriate use of vegetative buffer strips, sediment barriers or filters, dikes, berms, or mulching, or a combination of these measures and other appropriate BMP's. Due to the close proximity of this construction site and the adjacent properties, use of silt fencing will be the prominent BMP. Mulching of exposed soil will also be used, along with swales to re-direct surface flow away from the project boundaries. Plastic sheeting shall be used to cover temporary soil stockpiles along with silt fencing placed immediately down grade of any soil stockpiles. a. Surrounding properties shall be protected from storm water runoff from the development. This shall be accomplished by constructing private drain lines on the perimeter of the development and discharging the storm runoff into a public storm sewer system. Open space tracts and buffers shall not be used for this purpose,unless otherwise approved. Private drain lines shall be contained in private drainage easements with appropriate statements placed on approved documents. Due to the close proximity of this construction site and the adjacent properties,use of silt fencing will be the prominent BMP. Mulching or exposed soil will also be used, along with swales to re-direct surface flow away from the project boundaries. Plastic sheeting shall be used to cover temporary soil stockpiles along with silt fencing placed immediately down grade of any soil stockpiles. b. Drainage conveyance shall be provided to all impervious areas of the development. Each lot or other developed area shall be provided with direct connection to the main public storm water conveyance system; sidewalk drains will only be allowed with approval of the official. Adequate provisions,to the satisfaction of the official,must be provided for directing storm water runoff away from all neighboring lots. This may be accomplished by providing private drainage easements on common lot lines and/or construction of drainage swales, curtain drains or perforated pipe and connecting to the public storm conveyance system. The new home will have roof& footing drains that will be tight lined to the existing 6" SD stub located at the northwest corner of the property. c. Verification shall be provided to the city engineer that the as-built detention/retention facility is in compliance with the project requirements. There is no detention facility downstream of this project. d. All site-generated storm runoff shall be directly conveyed to a public storm conveyance system,unless otherwise approved by the official. Easements and/or hold harmless agreements shall be obtained from affected property owners to allow passage of all site-generated storm runoff that is not directly conveyed to a contiguous public storm conveyance system. All site-generated storm runoff, such as roof drains, footing drains, and surface runoff will be collected and conveyed to the existing private storm service stub located at the northwest corner of the project site. There is no need to cross any other property to accomplish this and therefore there is no need to acquire any easements or hold harmless agreements. e. Adjacent properties shall be protected from sediment deposition by appropriate BMP's, including,but not limited to,vegetative buffer strips, sediment barriers or filters, dikes,berms, or mulching, or by a combination of these and other appropriate measures. The adjacent properties will be protected by placing any or all of the following BMP's: silt fencing,mulch cover, and mulch berms.Also, any existing vegetation that can be left undisturbed will remain as a buffer. 4. SPSP No. 4--Maintenance. All erosion and sedimentation control BMP's shall be inspected and maintained regularly by the developer to ensure continued performance of their intended function. Project site shall be inspected daily to ensure all BMPs are functional. Any correction or repair shall be done at time of inspection. 5. SPSP No. 5 -- Other BMP's. Other appropriate BMP's to mitigate the effects of increased runoff or inadequacy of already installed BMP's shall be applied as required or ordered by the official.
