HomeMy WebLinkAbout2019-01-28 City Council Minutes Approved City Council Minutes—January 28, 2019 At 6:00 p.m. Mayor Pro Tem Matt Miller called to order the regular Anacortes City Council meeting of January 28,2019. Councilmembers Eric Johnson,Ryan Walters,Anthony Young,Brad Adams,Liz Lovelett, Bruce McDougall and Matt Miller were present. The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Finance Committee: Mr. McDougall reported from the committee meeting the prior Wednesday. He said the group discussed the hiring freeze affecting some budgeted new positions pending review of economic indicators after the first quarter. Mr. McDougall said the committee also discussed fire impact fees and the volunteer firefighter program with Fire Chief Dave Oliveri;he indicated that fire impact fees would be discussed at the Public Safety Committee in February,then come before full Council for further consideration. Mr. Young reported on his recent tour of the wastewater treatment plant and commended staff there for their hard work to achieve cost savings for the citizens. Public Comment Bob Carmichael, of Carmichael Clark representing Skagit Partners LLC, followed up on his firm's presentation to City Council at the January 22,2019 regular meeting. Mr. Carmichael inquired if Council would be willing to take a straw vote in support of having Skagit County docket his client's proposed changes to the Skagit County Comprehensive Plan, Countywide Planning Policies and development regulations regarding fully contained communities (including the Avalon project). Councilmembers shared their individual opinions and ongoing questions received from constituents regarding the proposals but declined to vote as the Anacortes City Council to express any opinion about docketing by the county. Mr. Carmichael thanked councilmembers for their consideration and thoughtful input. Consent Agenda Mr. Adams moved, seconded by Mr.Young, to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of January 22, 2019 b. Approval of Claims in the amount of: $677,387.15 c. Resolution 2031: Fixing a Time When a Petition for Vacation May Be Heard and Determined by the City Council in Setting a Public Hearing Date The following vouchers/checks were approved for payment: EFT numbers: 91974 through 92029,total$372,403.50 Check numbers: 92030 through 92082,total $298,608.46 Wire transfer numbers: 243095 through 244274,total $6,493.96 There being no further business,at approximately 6:16 p.m. the Anacortes City Council meeting of January 28,2019 was adjourned.
