The following comments are based on a brief visit to this site. Other concerns most likely will become known as the project progresses. 1. The elevator does not meet today's standard for accessibility. a. Access to the car. b. Signage C. Car size d. Door access to car. 2 . No accessible bathrooms. a. Door size. b. Interior dimensions. 3 . Parking for the disabled. a. None designated. b. 2 spaces could be provided at the alley for access to the main floor. This concept is not always acceptable under barrier free rules. Access is to be provided at the point of main entrance to a building unless technically not feasible. 4 . Parking. 1. 5 spaces per unit are required by zoning. Existing parking spaces were not counted. 5. Dwelling unit entries. The threshold height exceeds the maximum 1/2 inch allowed by code. Doors must provide a clear opening width of not less that 32 inches at entries and interior passageways to areas required to be accessible. 6. Electrical. We do not inspect electrical. A qualified technician or electrical inspector should be consulted to verify adequate wiring. Verify adequacy of existing electric wall heaters for safety and ability to maintain 700 F. I 7 . Energy. No exterior wall insulation exists. Proponent should investigate adding insulation to elements of the j exterior envelope. i 8 . If support funding is to be sought, proponent should verify funding source requirements for such conversion to apartments. 9. Zoning. This building is located in the Central Business District. Apartments are allowed as a conditional use only above the ground floor. The ground floor area is to be used for business or office uses as defined in Part 17. 20 of the zoning ordinance. 10. A curb ramp is required at the street corner for barrier free access to the street and sidewalks across the street 11. Today' s codes require fire sprinkler for apartment buildings of three or more stories. 12 . A smoke detection system connected to a central alarm is required within each unit and in each sleeping room. 13 . Room dimensions must meet or exceed the minimums listed in Chapter 12 of the Uniform Building Code. 14. Stairs. Rise and run of stairs does not appear to meet today's standards. Handrails and guardrails do not meet today' s codes. The above notes are only preliminary. If this project is pursued a preliminary conceptual drawing should be submitted for review. Nothing herein is to be considered as absolute since no definition of the project has been submitted. A copy of the zoning ordinance is attached for your use.
